Job Description

The National Aids Commission (NAC) is a body corporate established in 2001 and reconstituted through the HIV and AIDS (Prevention and Management) Act No. 9 of 2018. The Act mandates NAC to coordinate and provide leadership for the implementation of the National response to HIV and AIDS (Prevention and Management) by other key stakeholders. The enactment of the HIV and AIDS (Prevention and Management) Act No. 9 of 2018, reconstituted NAC with new functional roles.

In order to meet the new requirements and its mandate effectively and efficiently. excellent and rare opportunities have arisen to engage qualified persons of Malawian origin to fill various positions of National AIDS Commission tenable at Its Head Office in Lilongwe

NAC therefore invites applications from suitable candidates to fill these positions on permanent terms of employment.


Duties and Key Responsibilities

Among others The Head of Procurement shall perform and be responsible for the following functions:

  • Preparing of Annual Procurement Plan (APP);
  • Conducting procurement of goods, works and services required by MAC in accordance with requirements of
  • Preparing evaluation and selection reports and contracts for approval by the NAC Internal Procurement and Disposal Committee;
  • Managing and monitoring supply and service contracts and logistics related to procurement activities;
  • Ensuring records and Inventories for SOE/Ex-post reviews (i.e. procurement audits) and procurement databases and register are maintained.
  • Preparing monthly procurement reports;
  • Facilitating the clearance of tax-exempt (where applicable) goods and services procured and coordinate effective communication/dialogue on the NAC procurement issues with relevant GoM officials (i.e. MoF and MRA).
  • Organizing and undertaking procurement workshops and work sessions for Technical staff involved in procurement in collaboration with PPDA.
  • Liaising with PPDA on behalf of NAC on all matters requiring their attention.
  • Procurement risk management planning, reporting and facilitating risk mitigation.

Education Qualifications and Experience

  • A Masters’ Degree in Procurement. Supply chain Management, Business Administration, Social Sciences or an equivalent coupled with a professional qualification with the Chartered Institute of Purchasing and Supply (CIPS) or equivalent.
  • With at least 5 years post qualification in procurement.

Person Specification
  • Have good interpersonal skills and ability to work with teams,
  • Should have a solid grounding in the management of donor funded projects.
  • Have a thorough exposure to World Bank/Donor procurement procedures;
  • Consistently stick to procedures and systems required by donors
  • Be Proactive;
  • Be able to work under pressure;
  • Have strong analytical skills;
  • Be computer literate.
