Grant Finance Manager - Global Fund

Position: GRANT FINANCE MANAGER -GLOBAL FUND (Grade 16) – 1 Position- Based at National Office

Purpose of the position

Reporting to the Chief of Party Global Fund and the Director of Finance and IT, the Grant Finance Manager – Global Fund shall provide leadership in all day-to-day accounting operations, with functional responsibility for accounting, accounts payable, payroll, accounts receivable and tax compliance for The Global Fund project. The position will focus on implementing financial strategies that best serve program objectives in consistent with World Vision National strategy, Partnership Policies and The Global Fund donor requirements.

Major Responsibilities

Financial planning and Budgeting

  • Oversee and support the production of Grant annual budget, cash flow forecasts, and procurement plans and other forecasts in compliance with The Global Fund and WV Partnership budgeting guidelines.
  • Provide technical leadership to the preparation, review and consolidation of The Global Fund Grant budgeting process.
  • Participate in the budgeting process during Grant making and provide technical support as maybe required in line with budgeting guidelines.
Financial Reporting and Analyses
  • Prepare and analyze accurate monthly financial and management reports, the quarterly PU and the annual PUDR and cash disbursement Forecasts as required.
  • Provide financial analyses and models as needed for management decision making and strategic monitoring of project performance
  • Coordinate and oversee the preparation of Grant Financial performance scorecards and monitor benchmarks against which grant performance is measured and implement agreed corrective compliance measures.
Financial transaction processing and accounting
  • Maintain the Grant General ledger and ensure SunSystems records are maintained for all transactions and assets.
  • Ensure that all financial transactions are processed accurately, in a timely manner, and in accordance with generally accepted accounting principles.
People Management and capacity building
  • Provide leadership to Global Fund Accounting team supervising Senior Finance Officers and Finance Officers as appropriate.
  • Oversee GF staff new-hire orientation and onboarding, coaching and training for Finance and program staff on financial matters.
Audit coordination, Risk Management and compliance
  • Prepare and audit schedules for the annual audit and other compliance reviews.
  • Coordinate and support execution of Internal, External, and GF audits.
  • Identify, mitigate and report Finance and support services risks.


Education/ Knowledge/ Technical Skills and Experience

  • Bachelor’s Degree in Accounting or Finance.
  • Master’s degree in Business related field ( MBA Preferred)
  • CPA or ACCA required.
  • At least 15 years of finance and accounting experience, including finance, accounting, audit, and analysis (including gathering, evaluating, presenting, and reporting financial information to management and external stakeholders). 5 of which should be at management level.
  • Experience managing statutory and donor audits ( Global Fund grant management preferred)
  • Demonstrated high proficiency levels of Sun Systems and other accounting packages
  • Substantive experience working in the NGO sector dealing with multiple donor funds and meeting different donor reporting requirements
  • Proven management experience in supervision of staff in cross functional teams.
  • Experience in working in a cross cultural context.
  • Solid experience in coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments.
  • Proactive and hands-on experience Manager who will own, in partnership with the Finance Director, responsibility for the Global Fund Finance Department.
  • Strategic thinker who possesses solid business acumen and is able to organize and manage multiple priorities.
  • Exceptional verbal and written communications skills and the ability to interact effectively with others, both internally and externally.
  • Excellent time management skills, with the ability to perform multiple tasks and meet critical deadlines while maintaining accuracy and quality.
  • Proven ability to make complex and time-sensitive decisions in the best interests of the organization.
