Job Description

Nascent Solutions (Nascent) is a US-based 501(c) (3) non-profit international development organization. Its mission is to enable vulnerable people, especially women and children in rural Africa, to develop skills for self-sufficiency. The organization’s areas of focus are food security and nutrition, health, literacy and skills development, and gender equity. With funding from the United States Department of Agriculture, Nascent Solutions is implementing a five year McGovern-Dole International Food for Education and Child Nutrition Program in the Central and Southern Malawi. The goal for the program is to improve the literacy of school-age children through improved literacy instruction, student attentiveness, and student attendance; and also to increase the use of positive health and dietary practices.

Nascent Solutions (Nascent) is seeking a qualified candidate for the position of Governance Officer to coordinate and ensure risk mitigation in inventory management through established inventory accounting, community engagement and reporting processes for its McGovern-Dole International Food for Education and Child Nutrition Program being implemented in central and southern Malawi


Location: Lilongwe

Type of Employment: Salaried, fulltime fixed contract

Reporting: Reports to Chief of Party

Travel: Approximately 45% travel for field work

Position summary

Duties and responsibilities

  • Ensure required documents, data updates, and reports from different operational areas, sub-recipients, surveyors, and external suppliers are received and consolidated in a timely manner and in compliance with standard policies and procedures.
  • Monitor, review, and analyze inventory accounting records and data entries in the inventory tracking and management information system for accuracy and completeness. Report accounting discrepancies and irregularities.
  • Identify program implementation modalities that enhance partnerships and coordination with government officials, school structures/committees and local communities and internal integration within agriculture, health, nutrition and WASH sectors and other programs.
  • Work in close coordination with relevant program and supply chain staff to resolve issues and reconcile inventory with accounting records.
  • Conduct community meetings to sensitize communities about Nascent Solutions program and beneficiary entitlements and conduct of focus group discussions.
  • Update various accounting registers (master shipping ledger, master inventory ledger, loss and claims ledger, other as applicable).
  • Facilitate and coordinate activities related to food distribution, health, nutrition, WASH, agriculture between Nascent and other partners including government.
  • Prepare accurate and timely monthly, quarterly, and yearly reports pertaining to the status of goods and beneficiaries for internal and external project stakeholders.
  • Work with project managers to prepare for audits and coordinate the audit process.
  • Support food and farm input distribution to eligible beneficiaries strictly following verification process and methodology and standards defined by Nascent Solutions
  • In collaboration with government and school administration lead in the mobilization of community members in the delivery, management and security of various facilities for the program (kitchens, storerooms, feeding bays, water points, toilets, literacy materials, utensils et)
  • In collaboration with Agriculture Officer, facilitate farm input distribution to eligible beneficiaries strictly following verification process and methodology and standards defined by Nascent Solutions
  • Assist in the implementation of various capacity building activities through on job training, mentoring and coaching for Field Agents and other cadres.
  • Perform any other duties as assigned by the supervisor

Position Requirements

Academic qualifications
  • Minimum Degree Supply Chain Management, Accounting, Social Work, Agronomics, Agriculture and Development Studies.
  • Minimum of 3 years work experience in a similar position, preferably in an international organization.
  • Knowledge and understanding of inventory tracking, accounting, and reporting systems and principles.
  • Understanding of Generally Accepted Commodity Accountability Principles (GACAP) preferred.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio).
  • Experience with inventory accounting software and/or other database management systems (e.g. MS Access) highly desirable.

Personal Skills
  • Fluency in Chichewa and English.
  • Previous donor programming experience in school feeding will be an added advantage
  • Must have capacity to supervise a team.
  • Very good analytical skills with ability to detect and report inconsistencies
  • Accurate and thorough with great attention to detail.
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics.
  • Proactive, resourceful, solution-oriented and results-oriented.
  • Willingness to travel to districts monthly if necessary.
  • Should be self-starter, creative, technologically competent, passionate, hardworking and self- motivated.
