GIS Activity Manager

Job Description

Médecins sans Frontières-France is an international, medical, non-governmental humanitarian organisation that assists populations in distress in more than 60 countries around the world. In Malawi, MSF works in collaboration with the Ministry of Health and the local community in integrated HIV/AIDS in Chirazulu District and Cervical Cancer projects Blantyre districts.

Position: GIS Activity Manager
(1 Position) – based in Limbe

Job Summary

  • Leading an area of specialization within the Logistics family by providing technical guidance, developing and ensuring the implementation of its national policies, guidelines and standardization of common practices in accordance to MSF policies in order to enable the development of the mission in perfect working conditions.
  • Carrying out assessments and ensuring the implementation, maintenance and monitoring of the mission's geographical information systems and producing in real time, a spatial analysis of the situation in the field, according to <strong>MSF</strong> protocols and standards in order to ensure an optimal running of the project.

  • Defining procedures and ensuring the implementation, monitoring, maintenance and correct functioning of the mission's geographical information system. Liaising directly with the staff to identify GIS needs and developing appropriate GIS products
  • Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activity he/she is primarily in support to i.e. epidemiologist, medical coordination, logistics coordination, and project or mission managerial team. This includesthe following tasks:
  • Managing response and prioritization requests for map products and services and supporting all medico-operational activities such as logistics, supply, outreach, WHS, security, project and mission leadership, communication and reporting, health promotion, etc.
  • Managing the development, quality control and reproduction of products in appropriate formats for clients uses and advocatesdata and mappingstandards
  • Identifying,gatheringand incorporating external datasets into the MSF repository, maintaining and expanding the archives and working with the data to create themes and layers for use in GIS and to create analytical products
  • Carrying out assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to challenges concerning GIS
  • Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot tests to ensure its functioning.
  • Acting as a technicalreferent, to providing technical advice and oversight of quality and strengthening knowledge of the team. Managing training and skills development support to staff with simple mapping, Google Earth, use of GPS
  • Identifying, collaborating and providing main support in the technical representatives of the national interlocutors like ministries or national suppliers. Preparing all technical content in the national and international tenders and participating in the selection committee.
  • Following up and reporting on the works' progress and on technical aspects of the work, participating in monthly reports at coordination level according to guidelines (SitRep, Logistics Statistical Report, etc.).
  • Responsible for the delivery on time of the GIS products (static and dynamic maps and data) requested by the projects.
  • Insuring the maintenance and updating of the geo spatial database.
  • Performing delegated tasks as defined in his/her job description and according to the line manager


MSF Section/Context Specific Accountabilities

GIS activity manager in OCP Malawi context if respnosible for Mapping data base, mapping, GIS assessments and technical support as stated in accountability for the entire mission.

GIS activities manager (GAM) is part of logistics with direct line manager being Logistics Coordinator and she/he works in close collaboration with all kind of coordinators, activity managers, epidemiologists and GIS Unit.


GAM main responsibilities and tasks include but not limited to;

  • Participate to the redaction of the national GIS strategy
  • Manage all the GIS projects and activities
  • Maintain, install and make regular inventory of the GIS materials and equipment or assests e.g. laptops, smartphones, printers, GPS devices,etc.
  • Produce and regularly update the maps e.g. base maps, epidemiology, activity, security/logistics incidences, etc.
  • Identify, gather and incorporate external datasets into the MSF repository Maintain and expand the data repository and related metadata;
  • Keep good recordings and storage of all paper maps, digitilize them when needed and/or make use of them for specific GPS data set collection and enrichment of maps under production.
  • Conduct analysis and relate separate datasets to create analytical products
  • Take charge of the printing and distribution of the maps in collaboration with supply team to ensure supply procedures are followed.
  • Manage training and skills development support to staff with simple mapping, Google Earth, use of GPS. Get in link with other organizations to establish a mutual exchange of data.
  • Use and advocate data and mapping standards.
  • Participate in GIS related activities such as Mapathon’s events, GIS meetings
  • Propose adapted GIS tools to the project


Communication & report

  • Produce regular reports
  • Keep the map requester aware of any change or difficulties, when appropriate
  • Share the project findings with the team, attend staff meetings
  • Participate in the analysis of results
  • Report immediately to the hierarchical referent any problems arising

Required work experience :

  • Essential experience in managing data collection, entry and maintenance and in managing developing databases
  • Strong practical experience in using Geographic Information Systems (GIS)
  • Pedagogical skills is a strong asset
  • At least 2 years' experience in specialist area
  • Work experience with MSF, other NGOs and in developing countries desirable

Educational qualifications

  • University Degree or Diploma in Geographical Information System or related technical qualification.
