Scope of Work
Position: Mangochi G2G Funding Monitoring Advisor
Accelerating Support to Advanced Local Partners (ASAP) is a three-year task order contract (AID-OAA-I-14-00031) for the United States Agency for International Development (USAID). It is under the Technical Assistance Support Contract 4 (TASC4) Africa IDIQ over a three-year period (2019-2021).
ASAP rapidly prepares local partners, and in some cases national government entities, to serve as prime partners for USAID/PEPFAR programming in compliance with USAID and PEPFAR procedures for PEPFAR program implementation in FY20 and FY21, including by strengthening their capabilities and resources. ASAP focuses on the 23 PEPFAR long-term strategy support countries and 28 Strategic and Technical Alignment for Results (STAR) countries in sub-Saharan Africa.
ASAP has two strategic objectives:
The ASAP consortium is led by IntraHealth International and includes Pact, DAI, Foundation for Professional Development (FPD), Global Communities and U.S. small business Ona Systems, Inc. Under Work Order 1 (Core Funding), DAI is leading the development of Government-to-Government (G2G) capacity assessment and building related tools for ASAP and individual countries’ use as part of the larger grouping of ASAP Tools and Approaches.
USAID is currently exploring the implementation of a G2G agreement with Mangochi District Council (MHDC). Following a USAID assessment, a Risk Mitigation Plan (RMP) and Risk Assessment Report is anticipated to be drafted in August 2021. DAI is currently recruiting one employee, to be co-located with the MHDC to support the monitoring and coordination of a G2G agreement based on the findings from the assessment.
Duties and Responsibilities
This position will serve as a liaison between the MHDC and USAID and provide support for the first year of implementation of the G2G agreement.
Illustrative tasks to be undertaken by the G2G Funding Monitoring Advisor include:

Coordination and reporting
Period of Performance and LOE
o/a August 2021 – March 2022 (with possible extension conditional upon additional funding)
This position will report to the ASAP Director with direct support from the DAI Technical Coordinator and day-to-day coordination with the DAI Country Coordinator, based in Zomba. This position will also require frequent coordination with MHDC and USAID officials.
