Job Description

Government Contracts Unit (GCU) in the Office of the President and Cabinet was created with the mandate to review, consider, vet, negotiate and pass contractual proposals before they are concluded and agreed between the Malawi Government though Ministries, Departments and Agencies (MDAs), and other parties and stakeholders. GCU constitutes a multi-disciplinary team of experts in the fields of engineering, economics, law, architecture, procurement quantity surveying and finance. The GCU is therefore looking for qualified Malawians to fill the following existing vacancies.


General job description

Reporting to the Principal Secretary for Government Contracts, the Financial Specialist will be responsible for advising the Principal Secretary on all financial matters relating to contracts on Government infrastructure development projects and any other contracts as may be determined from time to time.

Specific responsibilities

  • Ensuring that all contracts on infrastructure development projects meet necessary financial planning requirements;
  • Participating in the vetting of contract documents on infrastructure projects and other development agreement and concessions submitted by MDAs;
  • Liaising with the Public Procurement and Disposal of Assets Authority (PPDA) on matters relating to procurement and management contracts;
  • Providing professional advice to the Principal Secretary on all financial matters relating to infrastructure and other development projects and other related contracts;
  • Liaising with Ministry of Finance on funding of infrastructure development projects;
  • Providing financial evaluation and analysis services on all contracts for infrastructure and other development projects submitted by MDAs.
  • Monitoring and evaluation of the financial aspects of government contracts under implementation by various MDAs.
  • Any other duties that may be assigned from time to time

Qualifications and attributes

The desirable candidate must
  • Have a minimum of a bachelor’s degree in finance or its equivalent from a recognised University, a master’s degree with a professional qualification (ACCA/CIMA) is desirable and will be added advantage
  • Demonstrate thorough knowledge in prudent financial management;
  • Demonstrate knowledge of project management and negotiations;
  • Have a minimum of 8 years post qualification experience;
  • Be registered with relevant professional bodies in Malawi or recognised international bodies;
  • Have good leadership and excellent communication skills;
  • Have excellent analytical and problem-solving skills;
  • Must have good IT and numerical abilities; and
  • Be a team player and be self-motivated.
