The Malawi Government has received financing from the World Bank toward the cost of the Financial Inclusion and Entrepreneurship Scaling Project and intends to apply part of the proceeds for consulting services.

 
Position: Financial Sector Specialist

The consulting services (“the Services”) will be responsible for managing the Project’s Component 1: Liquidity Enhancement to MSMEs and Component 3: Enhancing the Enabling Environment for Supporting the Financial Inclusion and Growth of Entrepreneurs. S/he will serve as the main focal person for all financial sector related activities for the FInES Project.

The Financial Sector Specialist shall be recruited for a period up to 30-Sep-2025, but the contract shall be renewable annually subject to satisfactory performance, need and availability of funding. The recruitment will be on an individual consultancy basis.

The Reserve Bank of Malawi now invites eligible individuals(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
  •  Master’s Degree in Economics or Finance or Banking or Business Administration
  •  A minimum of 10 years’ experience at middle or senior management level in a local bank or MFI
  •  Demonstrate extensive knowledge and experience in product development, business/retail banking, credit risk management and operations for the country’s financial sector;
  •  Strong computer skills, with an emphasis on Word, Excel and PowerPoint; and

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
