TRANSFORM Programme Finance Officer within the Development Fund of Norway

Background

TRANSFORM is a four-year programme which is being coordinated by three Norwegian organizations namely the Norwegian Church Aid (NCA), the Development Fund of Norway (DF) and Norwegian University of Life Sciences (NMBU). The overall objective is to strengthen local food systems in selected areas in five of Malawi’s rural districts and to demonstrate a sustainable improvement of food and nutrition security, resilience to climate change and income among agriculture-dependent rural households. By increasing resilience to climate change, diversifying agriculture production, developing new value chains and closing the gender gap in agriculture, the program will contribute to the transformation of the agricultural sector in Malawi.

DF seeks to recruit a Finance Officer to join a team of innovative and dedicated individuals within the Development Fund’s Country Office for Malawi and Mozambique in Lilongwe.

Position: Finance Officer


Main responsibilities

Under the general direction of the Country Director, the Finance Officer will be responsible for budgetary control and management to ensure effective and efficient utilization of financial resources in line with Development of Norway’s finance management policies and procedures. The Finance Officer will work directly with DF’s Finance and Administration Manager.

• Assist in budget preparation and finance management activities.
• Participate in the development of financial policies to ensure operational efficiency.
• Conduct periodic financial analysis to identify and resolve issues, gaps or variances.
• Manage cash controls as well as maintain accounting books.
• Ensure maintenance of the general and subsidiary ledgers.
• Track bank transactions and maintain relevant cash reserves.
• Ensure all expenses are within assigned project budget.
• Prepare all financial statements, invoices, proposals, etc as required.
• Ensure that financial transactions are properly updated and recorded.
• Prepare balance sheets, income statements, expense reports, etc.
• Ensure data integrity in all financial reporting.
• Perform finance analysis, reporting and management tasks.
• Participate in the preparation of budgetary planning and processes.
• Ensure compliance with DF and national financial regulations.
• Participate in the preparation of financial reports, including annual budget execution reports, quarterly financial statements for programme and operational budgets.
• Monitor and control expenditure within the approved budget.
• Follow up on and provide financial technical support to DF’s implementing partners.
• Provide input financial management matters.

Academic and Professional Qualifications

• He/she must be a holder of a University Degree in Finance/Accounting and be in possession of a professional accounting qualification like ACCA level I.

Work Experience

• Proven financial management experience of a minimum of 5 years at a senior position in a busy INGO or private sector
• Experience in financial and accounting systems, compliance reviews, audits, financial control reporting, and risk management
• Experience in managing grants from development partners will be an added advantage

• Working knowledge of relevant accounting system or software.
• Practical knowledge of computer systems, including internet navigation and various Microsoft Office applications.
• Possess excellent communications and negotiation skills;
• Be able to work under pressure and attend to ad hoc functions as may be required.
• Be a team player with the right mindset.
• In-depth knowledge of financial regulations and accounting processes.
• Outstanding analytical and time management skills.
• Strong attention to detail.
• Excellent written and verbal communication skills.
• Be of a good mindset and a strategic thinker.
• Have sound leadership and management skills.
• Be self-driven and able to work within tight deadlines.
