Job Description


The Civil Society Network on Climate Change (CISONECC) is an umbrella body of Civil Society Organizations working in Climate Change and Disaster Risk Management in Malawi. The Network’s mission is to provide a platform for engagement between government and CSOs on climate change and related fields for improved adaptation and mitigation to climate change impacts, with an overall objective of building community resilience to the impacts of climate change. CISONECC comprises of national and international NGOs, other networks, alliances and research institutions, with a secretariat based in Lilongwe.

The Civil Society Network on Climate Change (CISONECC) in partnership with CARE Malawi is implementing a project called ‘Multi-stakeholder partnership on climate and disaster risk financing and preparedness in the context of the InsuResilience Global Partnership’ with support from the Government of Germany and CARE German. The InsuResilience Global Partnership is a partnership of over 70 partners consisting of countries, Civil Society Organizations(CSOs), international organization, the private sector and academia which aims at strengthening the resilience of developing countries and protecting the lives and livelihood of poor and vulnerable populations from the consequences of disasters by enabling faster, more reliable and more cost-effective responses to disaster. To this effect the project aims to reduce the negative consequences of disaster and climate change on the development opportunities and living conditions of vulnerable Malawians through the establishment/strengthening of a multi-actor dialogue platform at national level in order to promote the development and implementation of gender-equitable, poverty-oriented and human rights based approaches to climate risk financing.

Through this project, CISONECC is intending to recruit a Finance and Administration Officer for a period of four (4) months.

Position: Finance and Administration Officer (Temporary)

Reporting : National Coordinator

Duties and responsibilities

  • Manage financial and administration teams to achieve CISONECC financial goals.
  • Develop the overall corporate financial goals and objectives.
  • Oversee preparation of financial records related to general ledger, payroll, budget, expense, etc.
  • Ensure that cash flow forecasts are produced and updated regularly
  • Oversee the preparation of all financial statements, invoices, proposals as required by CISONECC policy.
  • Ensure account receivables and payables activities are performed accurately and timely.
  • Manage the preparation of balance sheets, income statements, expense reports, etc.
  • Designing and effecting the led down procedures to help CISONECC achieve the Network objectives with regard to reliability of financial reporting, effectiveness and efficiency of operations and compliance with applicable laws and regulations.
  • Ensure data integrity in all financial reporting as required by international standards.
  • Perform finance analysis, reporting and management tasks different financial tasks.
  • Identify and resolve invoicing issues, accounting discrepancies and other financial related issues with different stakeholders.
  • Review financial paperwork and procedures and make appropriate changes.
  • Supervise CISONECC finance and administration team and provide adequate training.
  • Work as HR in for the network and other related matters.
  • Attend to both internal and external audit for CISONECC as required from time to time.
  • Managing donor funds for CISONECC and act as a communication point with donors

Personal Attributes

  • Good knowledge in the field of Accounting with a background in NGOs working with governance projects.
  • Effective written and verbal communication skills.
  • Competence with QuickBooks or similar computer software, and web content management software.
  • Ability to work on own initiative and as part of a team.
  • A confident and outgoing self-starter who rises to the challenge and is proactive in seeking new opportunities.
  • Able to deal with a diverse and demanding workload and to work under minimum of supervision.
  • Natural enthusiasm and interest in the subject matter.
  • Flexible approach to working.

Qualification and Experience

  • The Ideal candidate should be a holder of Bachelors of Accountancy/ Finance or Business Administration obtained from Registered, recognized university and should be accredited by NCHE or.
  • The ideal candidate should be a Charted Accountant (ACCA/ICAM) with over 3 years progressive working experience in finance and administration work in the public or private sector or equivalent.
  • Competence with QuickBooks or similar computer software, and Ms excel and Ms word.
