Trócaire is an Irish NGO working in partnership with local and national NGOs, faith based- and advocacy organisations and networks in Malawi. Trócaire has worked in Malawi since 1976 and established its country office in Lilongwe in 2007. In Malawi, we work across three thematic areas: Women’s Empowerment; Resilience and Sustainable Livelihoods; and Humanitarian Response.



Position: Finance and Administration Manager


Trócaire is looking for a mature, dynamic and motivated senior manager to lead the financial and administration management of the country office. Reporting to the Country Director, the Finance and Administration Manager is a member of the Country Management Team, responsible for ensuring the Malawi programme delivers on its country strategy. She/he will lead a team of two Programme Accountants, a Finance Officer, an Administration Officer and about ten support staff. The role will also work in close collaboration with the programme teams and implementing partner organisation to deliver results. The position is based in Lilongwe with occasional travel to partner organisations and programmes in Malawi. The contract will be for two years with possible renewal based on satisfactory performance and availability of funds.

Scope of work

Responsible for managing all aspects of the finance and administration functions in the Malawi Country Office, including:

  • Lead in the preparation and finalisation of country budgets (administration and programme)manage the process of quarterly budget reviews, revisions and multi annual plans, as well as ensuring timely and accurate preparation of monthly management accounts for budget-holders and country management.
  • Lead the country level process to appraise partner financial controls and systems with a view to enhancing partner capacity and ensuring proper stewardship of Trócaire funds, in collaboration with finance and programme staff.
  • In collaboration with the Country Director, ensure that timely and efficient internal and external audits are carried out, in line with Trócaire policy and back donor and host government requirements, and recommendations followed up.
  • Ensure full compliance with Trócaire’s fraud policy and related back donor or host government requirements
  • Manage and advise on all administrative issues including statutory compliance and legal registration issues, procurement and purchasing, asset management and inventory, documentation and data management, service providers, transport, infrastructure and office security.
  • Manage IT systems in close collaboration with Regional and HQ IT specialists.
  • Manage HR, ensuring adherence to HR policies and procedures and local legislation, in close collaboration with the Country Director and HR department in HQ.
  • Develop and maintain excellent professional relationships with colleagues, service providers and staff of implementing partners and other agencies.


Person Specification

  • Relevant University Degree in Accounting, Business Administration, Finance as a minimum in addition to professional accountancy qualifications e.g. CPA , ACCA or ICCAM.
  • Minimum six years professional experience in a finance role (including three years in a managerial role, preferably in an INGO or international development sector.
  • Demonstrated in-depth knowledge of financial systems and controls, management of large budgets. Sound knowledge of administration and Human resource management.
  • Ability to facilitate relevant training and encourage/nurture learning of (partner) staff.
  • Strong computer literacy skills, including web-based accountancy packages. Knowledge of Agresso and Sales Force an asset.
  • Ability to work on one’s own initiative as well as part of a team.
  • Demonstrated ability to operate under pressure and meet deadlines.
  • Excellent interpersonal and communication skills.
  • Acts with a high level of reliability, integrity and honesty at all times.
  • Ability and interest in working in a multi-cultural environment.
