Job Description

1. Background

The National Youth Council of Malawi (NYCOM) is a statutory organization under the ministry of Youth and Sports. NYCOM was established by an Act of Parliament (Act Number 22 of 1996) with the aim of encouraging, promoting and coordinating youth development and empowering young people to participate effectively in personal, community and national development specifically, NYCOM coordinates and monitor the implementation of youth development and empowerment programs that are being championed by youth-led organizations and other Non – State Actors in Malawi.

 

In order to effectively and efficiently achieve its mandate, NYCOM is in the process of engaging the service of an EXECUTIVE DIRECTOR (ED) on three years contract, renewable based on satisfactory performance, to be part of the existing team.


2. Reporting system

The ED reports to NYCOM Board of Directors and Ministry of Youth and Sports.


3. Summary of the Job

The Executive Director is the head of the organization and is responsible for the efficient and effective operation, reputation, and sustainable implementation of programmes for the management of NYCOM and ensure that performance of the council is in line with policies and regulations set by the Board and the Government of Malawi. The ED shall have the responsibility of providing leadership in the management of the organization, its programmes and its resources both human and financial



4. KEY DUTIES AND RESPONSIBILITIES

Under the general direction of the Board and the Ministry of Youth and Sports, the ED’s key duties and responsibilities will include, but not limited to, the following:

  • Leading and coordinating the development of appropriate organizational policies, strategies and plans
    and ensure their effective implementation.
  • Overseeing the management of programs, finances, human resources and administration of the council to achieve NYCOM’s purpose and objectives as per the NYCOM ACT and the strategic plan.
  • Lead in mobilizing resources, providing technical guidance and build capacity for the Council Secretariat and its affiliates.
  • Controlling expenditure by ensuring adherence to policies, regulations, systems and procedures in line with public Finance Management Act, Public Audit Act and Public Procurement Act.
  • Implementing Board policies and decisions as well as provide overall direction and guidance to the Board policies and decision as well as provide overall direction and guidance to the Board and other stakeholder on a range of youth development issues.
  • Ensuring timely preparation and submission of reports, budgets and work – plans for NYCOM as required by prevailing laws.
  • Ensuring efficient and effective organizational performance by continuously monitoring and evaluating the progress of members of staff through the performance Management system (PMS) in order to determine achievements of the set key performance targets.
  • Enforcing highest possible standards of governance and public accountability of the utilization and stewardship of the resource made available to the council both by government and development partners.
  • Representing NYCOM at high level meetings both locally and internationally.


5. Person Specifications

  • In depth knowledge of youth issues and clear understanding of prevailing socio-economic status both
    locally and internationally.
  • Optimistic and determined individual able to resolve, meet and overcome inevitable challenges facing the council.
  • Planning, project management and analytical skills.
  • Experience in leading high level policy development in a complex multisectoral environment including developing partnerships with development partners and non –governmental organizations.
    Excellent interpersonal, team building and leadership skills.
  • Able to empower, delegate and provide support to subordinates.
  • An effective communicator, flexible and responsive strategic thinker with the ability to conceptualize and
    express high level policy and translate them into clear strategic direction.
  • A verifiable results-oriented track record.


6. Required qualification and experience

  • Master’s Degree in Organizational Development, Project Management, Youth Development, Development Studies, Business Administration, Social Science, Community Development and related fields with at least ten (10) Years post-graduate management experience.
