1. Background

The Government of Malawi (GoM) has applied for financing from the World Bank toward the cost of the Southern African Trade and Connectivity Project (Project) to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique. The Project will be implemented over a period of 6 years. The Project will be managed by a Program Management Unit (PMU) under the Ministry of Transport & Public Works that will be responsible for the implementation of all infrastructure investment components. The PMU structure will include a multisector technical team comprising staff from various ministries and departments attached to the project as well as a team of fiduciary consultant staff recruited to support the implementation of the Project.

The Roads Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the following positions:

Position: ENVIRONMENTAL SPECIALIST (Individual Consultant)

Skills and Expertise required

The candidate should meet the following minimum qualifications:

  •  A Master’s Degree In Environmental Sciences, Environmental Engineering, Social Sciences; Environmental Policy and Analysis; Environmental Management and economics;
  •  A minimum of 10 years of experience in the field of environmental management at National level or international organization, and donor projects handling environmental and social aspects of planning, assessing and managing civil works projects of various scale;
  •  Have thorough working knowledge of World Bank environmental and social safeguards policies, especially Environmental Assessment (OP/BP 4.01), Involuntary Resettlement (OP/BP 4.12) and Pest Management (4.09); and have demonstrated experience in successfully preparing ESIAs, ESMPs and RAPs by World Bank standard, social policies and regulations of Malawi;
  •  Have experience with designing and delivering capacity building programs;
  •  Be familiar with environmental, social and economic conditions prevailing in Malawi or similar African countries;
  •  Have excellent oral and written communication skills in English, as well as team participation and management skills;
  •  Strong organizational and communication skills and ability to interface with grassroots, district and sector players in the discipline;
  •  Demonstrated Computer Skill (Proficiency in using computer desktop application MS Office (Word, Excel, and Power Point); and
  •  Highly motivated with a positive attitude and energy.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
