ASSIGNMENT TITLE : PROVISION OF CONSULTANCY SERVICES AS THE ENVIRONMENTAL AND SOCIAL SAFEGUARDS ASSISTANT (ESSA) FOR THE PPPC UNDER THE DIGITAL MALAWI PROGRAM PHASE I: DIGITAL FOUNDATIONS PROJECT

The Government of Malawi has received financing from the World Bank toward the cost of the implementation of a new ICT Project “Digital Malawi Program Phase I: Digital foundations Project”, and intends to apply part of the proceeds for consulting services of Environmental and Social Safeguards Assistant (ESSA).

The overall aim of the Digital Malawi Project is to extend and improve access to critical ICT infrastructure for the public and private sectors; improve ICT governance; improve access to government services; and facilitate provision of e-services thereby enhancing public service delivery.

The Project has been divided into four components, namely; digital ecosystems, digital connectivity

(infrastructure), digital platforms and services (e-Government) and project management. It is envisaged that the interventions will result in reduced prices and higher quality and wider availability of various ICT services for the people of Malawi. It will, based on open access principles, provide affordable, high quality connectivity services to selected public institutions.

It is envisaged that the use of public private partnerships would leverage participation of the private sector in the provision of government digital and connectivity services in an effort to promote efficiency and sustainability. Some of the project activities may require tree cutting for aerial installation or trenching for underground installation of cable. In some cases, small pieces of land may be required to install towers, plant repeater stations and other telecom network equipment. Considering potential impacts of the project, and with due regard to World Bank environmental management and social safeguards policies, the project will likely be assigned a Category B. The safeguards policies triggered are OP/BP 4.01 (Environmental Assessment) and OP/BP4.12 (Involuntary Settlements). Safeguards instruments, namely: An Environment and Social Management Framework (ESMF) and a Resettlement Policy Framework (RPF) will be prepared before commencement of the Project. It is against this background that the PPPC seeks services of an Environmental and Social Safeguards Assistant (ESSA) to join a dedicated team of professionals managing the day to day activities of the Project.

The Environmental and Social Safeguards Assistant (ESSA) will assist the Project in its Environmental and Social Safeguards Department during the implementation of its activities.

The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Environmental and Social Safeguards Assistant (ESSA) shall be an individual with relevant qualifications and experience. The shortlisting criteria are:

  • Should hold University degree in a relevant field (e.g. environment science; environmental management; natural science; social development, agriculture, Occupation Health and Safety etc.,
  • Should have at least 2 years of relevant experience in providing environmental and social safeguards management support to large scale development partner funded (infrastructure) projects;
  • Should have proven experience in conducting environmental assessments and identification of potential environmental and social risks and their impacts.
  • Should have experience in development documentation and systems required for the implementation of environmental and social safeguards requirements.
  • Should demonstrate interest and experience in environmental management and environmental sustainability activities.
  • Demonstrate the ability to smoothly work with and conduct consultation meetings with different stakeholders.


This is full time position tenable at the PPPC in Blantyre, which shall be performed in an initial period of twelve (12) months.


The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.


A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
