Project – Promotion of Agricultural Finance for Agri-based Enterprises in Rural Areas in Malawi

Call for Applications Enumerators to be included in GIZ Enumerator Database


Introduction

The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the GIZ to implement the The Global Programs, Green Innovation Centres for the Agriculture and Food Sector

(GIAE) and Promotion of agricultural finance for agri-based enterprises in rural areas (GV AgFin) are part of the special initiative One World, No Hunger in Malawi.

GV GIAE Malawi Country package aims at strengthening the innovation structure/system comprising of an effective demand orientation that drives, and effectively interlinks, applied research, training and practical extension work in the field. It is expected that this approach translates into improved incomes of smallholders and lead to more employment in the agricultural and agro-industry sectors and thus increase the food security at the local level.

GV AgFin Malawi building on the work of GIAE uses agricultural and financial systems development approaches aimed at bridging the gap between the specific financial needs of the agricultural sector (demand side) and the provision of financial services for the agricultural sector on the supply side.

The direct target groups of the global projects are rural based farmers and agri-based enterprises in the value chains (VCs) targeted by other GIZ programmes in Malawi including soya, groundnuts, cassava, rice, macadamia, chillies, paprika, sunflower and potentially aquaculture. Other implementing partners comprise of Financial Institutions (FIs) i.e. commercial banks, microfinance institutions, Savings and CreditcCooperatives (SACCOs), and non-bank financial service providers (e.g. development financial institutions, crowd funder, angel investors, etc.).

GV AgFin and GIAE seeks to create a database of qualified individuals who can be called upon for assignments in data collection within Malawi. Specific data collection exercises are to be determined depending on the needs of the projects activities. The position is tenable in Lilongwe at GIZ GV AgFin and GIAE offices with frequent travels target districts.


Responsibilities and tasks

The enumerator will specifically:

  • Attend the required number of days for training and participate actively
  • Understand how to ask the questions that are in the questionnaires, the processes, and procedures that are involved
  • Correct targeting of survey subjects based on survey protocol
  • Collect and record valid, accurate and complete data using digital platforms
  • Ensure daily targets for data collection are met
  • Recognize and give an account of problems in obtaining data
  • Collaborate and liaise with M&E team Leader/ supervisor
  • Adhere to time prescribed for departures to the field and debriefing sessions either before or after the field work.


Other Responsibilities:

  • Be aware of, understand and comply with all GIZ policies and procedures (finance, logistics, HR, security management etc.) in relation to the assignments
  • Ensure the highest standard of accountability through ensuring good communication and information sharing within and outside the organization
  • Contribute to a positive working environment
  • Undertake other related duties as may reasonably be assigned by the M&E team
  • Comply with GIZ Data Protection Policy to ensure maximum protection of the target groups; and
  • Take responsibility for data collection tools (e.g. Tablets) and return them in good condition. Enumerators will be liable for any damage on the tools due of negligence on their part.



Qualifications & professional experience


The enumerators shall possess the following key qualifications and skills:

  • University degree in agricultural economics, agricultural statistics, agribusiness management, development studies or any other relevant field
  • Experience with household survey data collection
  • Experience with tablets or other technology for digital data collection
  • Fluency in English and Chichewa other local languages is a plus
  • Enthusiastic with a positive attitude
  • A result-driven individual with interest in research and surveys
  • High degree of self-initiative and organization
  • Ability to communicate well with various stakeholders including farmers in a professional manner
  • Capacity to ensure timely results; and
  • Competency in contextual report writing and presentation.
