Job Description

The Tobacco Commission was established by an Act of Parliament under the Tobacco Industry Act No. 10 of 2019. The Commission is responsible for the provision of regulatory services, promotion and development of the Tobacco Industry in Malawi.

In order to efficiently and effectively execute its mandate, the Commission is inviting applications from suitably qualified candidates of Malawi origin to fill the following vacant position within its establishment.



Position: DIVISIONAL MANAGER

 

The position is tenable at the Commission’s Divisional Office in Limbe.



JOB FUNCTION

Reporting to the Director of Technical Operations, the Divisional Manager shall be responsible for ensuring effective and efficient operation of all the Commission’s activities in the Division.



DUTIES AND RESPONSIBILITIES

 
  • Register and license tobacco growers and sellers in the Division
  • Plan and supervise tobacco sales
  • Arbitrate between sellers and buyers on the Auction Floors
  • Collect tobacco samples and submit for pesticide residue analysis and leaf chemistry determination
  • Timely produce yearly tobacco crop estimates
  • Supervise and monitor all commercial graders and tobacco re- handlers’ operations
  • Formulate and enforce tobacco delivery quotas in the Division
  • Maintain good public relations with the Commission’s clients at Divisional level and also liaise with the Human Resources and Administration on administrative and personnel issues
  • Report regularly to the Director of Technical & Operations on the operations of the Division
  • Maintain welfare of staff in the Division
  • Perform any other job related duties as may be determined from time to time.



QUALIFICATIONS AND EXPERIENCE

  • The applicant for this position must possess at least a Bachelor of Science Degree in Agriculture or its equivalent with at least 10 years’ experience in tobacco production and marketing.


PERSON SPECIFICATIONS

  • Must be a self-starter, innovative, and a good planner
  • Must possess excellent interpersonal, communication and negotiation skills; and the ability to resolve conflicts and manage hostilities
  • Must possess excellent tobacco classification and arbitration skills
  • Must possess very good leadership and administrative skills
  • Impartial when making arbitration decisions or any other decisions
  • High moral and ethical conduct, and impartiality and objectivity in decision making
  • Must possess high analytical skills and managerial competencies.
