GOAL maintains close working relationships with district authorities and relevant line ministries.

Job Description

  • Under the supervision of and in regular consultation with the field manager, implement community DRM interventions. Responsible for the technical contribution to the development, planning, implementation, monitoring and evaluation of the disaster risk reduction interventions to advance the resilience of communities to disasters. This position will contribute to the overall objective by being responsible for implementing all DFID-BRACC project activities in the target communities in the district, both directly and indirectly through training /mentoring of communities and Civil Protection Committees, linking up with the department of Disaster management affairs, agriculture, forestry, other NGO and private sector actors.
  • Guided by the intervention logic, the post holder will ensure that outputs and outcomes are delivered based on the workplan.

Key Responsibilities

  • Facilitate initial community entry activities, mapping, and assessments.
  • Formation and initial training of Civil protection committees
  • Support target communities as well as district civil protection structures with credible contingency plans/response plans
  • Facilitate simulation exercise in communities prone to flooding but also work with relevant departments to facilitate participatory scenario planning sessions to enhance early actions.
  • Support the overall implementation of Disaster Risk Reduction strategy and activities in the State in partnerships with State Government, NGO/ civil society organizations and Inter Agency Group.
  • Provide primary technical inputs in the formulation of strategies and approaches to attain intended results for DRM;
  • Coordinate with the field Manager and relevant project staff in preparing annual detailed workplans to achieve DRM results and ensure complementarity with other programme interventions;
  • Ensure that DRR interventions are carried out in accordance with the approved workplan, ensuring that the status of the DRM deliverables is regularly reviewed against targets and reported to supervisor and concerned entities for proper action;
  • Monitor the implementation of DRM activities, identify gaps, issues and risks and assist in addressing these as necessary;
  • Ensure that program DRR activities are in line with government policies and priorities and are carried out in accordance with organization’s Programme strategies.
  • Provide technical guidance to target communities and coach/mentor and propose DRR capacity building for partners as required;
  • Facilitate the mainstreaming of DRR and climate change adaptation (CCA) into other program activities and facilitate the link and mainstreaming of DRR and CCA into local planning processes
  • Act as DRR resource person during program trainings/workshops;
  • Prepare written reports on DRR internally as well as for donors;
  • Link with other agencies undertaking DRR for possible collaboration;
  • Performs other tasks as may be assigned by the Supervisor.

Requirements, Skills, and Competence

  • Must possess Advanced Diploma/Degree in Social Sciences; agriculture, disaster management, development, or related technical field.
  • Minimum three year’s professional work experience (in flood/drought context would be an added advantage) on Community Based Disaster Risk Reduction (CBDRR), and CCA and emergency preparedness projects in project design, implementation, including data collection and analysis. Experience of disaster response would be good.
  • Must have substantial experience in implementing community-level DRR interventions, development projects, using participatory engagement and grassroots mobilization techniques.
  • Excellent computer skills
  • Excellent verbal communication and listening skills.
  • Language Requirements: Spoken English-Excellent; Written English-Good (ability to type and prepare reports and other documents as needed.
