Job Description

The Roads Fund Administration is a statutory body established to raise, administer and account for funds for the construction, maintenance and rehabilitation of the public roads. The Roads Fund Administration seeks services of the Director of Tolling tenable at the Roads Fund Administration Head Office in Lilongwe. Position details are as follows:

Position: Director of Road Tolling

Reporting to the Chief Executive Officer, the Director of Road Tolling shall be responsible for managing the toll operations both inland and at ports of entry as well as supporting the process of construction of tolling infrastructure. She/He shall also be responsible for resource mobilisation through business development initiatives and strategies.

Duties and responsibilities

The specific functions of the Director of Road Tolling include:

  •  Provide direction and leadership in the RFA’s road tolling function.
  •  Formulate and implement Road Tolling Strategy in order to guide the efficient operation of the Road Tolling function.
  •  Facilitate the drafting and review of Regulations governing road tolling in Malawi.
  •  Coordinate the planning, designing and construction of road tolling infrastructure.
  •  Develop, maintain and implement a maintenance plan for the road tolling infrastructure in order to ensure a safe working environment and continued service.
  •  Ensure that all road tolling operations are carried out in an appropriate and cost-effective way.
  •  Develop and market value additional products around toll operations in order to optimise growth opportunities within Malawi and neighbouring operators.
  •  Manage Service Level Agreements with third parties, including toll system vendors and others, for optimal service delivery.
  •  Implement regional and international road tolling protocols and monitor foreign trends so as to recommend effective policies for local operations.
  •  Facilitate collaborations with Government agencies and other key stakeholders in the implementation of financing vehicles such as Public Private Partnerships (PPPs) as well as Public to Public agreements.
  •  Manage and oversee road tolling violation enforcement, including court relations.
  •  Establish and perform quality controls and monitor tolling operations’ key performance indicators.
  •  Perform any other duties as may be delegated by the Chief Executive Officer.
Qualifications

  • A Bachelor’s Degree in Business Administration/Finance/Social Sciences/Accounting/ Marketing/ Engineering from a recognised university.
  • A Master’s degree in a management field.
  •  A minimum of five (5) years’ successful experience at senior management level.
  •  Experience in operations management roles with automated processes and/or transactional systems will be an added advantage.

  •  Working knowledge of budget formulation, forecasting and control.
  •  Excellent time management skills and ability to consistently meet deadlines.
  •  Proficient in Microsoft Word, Outlook, Excel and PowerPoint.
