The Electricity Supply Corporation of Malawi (ESCOM) Limited is incorporated under the Companies Act of the Laws of Malawi. Its core business is to procure, transmit and distribute electric power in Malawi. ESCOM is inviting applications from suitably qualified candidates to fill the following vacant position currently existing within the Corporation:

Position: DIRECTOR OF PROCUREMENT

The Director of Procurement shall be responsible to the Chief Executive Officer in the performance of his/her duties and responsibilities to effectively manage the Procurement Division of the Corporation.

Key responsibilities for the position

The Director of Procurement shall be responsible, but not limited, for the following:

• Directing and guiding the Procurement Division in the preparation of inputs to the Corporation strategic business plan and ensuring the submissions address the requirements of the Corporation`s mission and objectives;
• Representing the Procurement Division in the Corporation`s strategic planning process;
• Ensuring timely preparation of the revenue and capital budgets to facilitate translating into action the requirements in the Corporate Strategic Plans;
• Developing and managing an Annual Strategic Plan for the Procurement Directorate including the Annual Directorate Budget;
• Managing, directing and co-ordinating all procurement activities of the Corporation in strict compliance with the Public Procurement and Asset Disposal Act, the Public Procurement Regulations and the Desk Instructions, while adhering to current best practice in the profession;
• Preparing Long-Term Procurement Plans (LTPP) in accordance with the Corporation’s Integrated Strategic Plan as revised from time to time;
• Preparing Combined Annual Procurement Plan (CAPP) through the assessment of needs, corporate plans and budgets, corporate profiles and forecasts based on Divisional Procurement Plans;
• Preparing cost estimates, budgets and forecast for the Procurement Division and reporting on trends, variances, challenges and risks;
• Setting and monitoring professional standards throughout the procurement cycle from Needs Assessment, Bid Solicitation, Evaluation, Awards, Contract Management, Record Keeping and Supplier Appraisal;
• Overseeing the preparation and review of Bidding Documents for procurement of goods, works and services;
• Overseeing the drafting of procurement contracts and ensuring proper contract administration;
• Providing expert advice to the Internal Procurement Committee (IPC) on procurement policy and practice, also providing secretarial services to the IPC on procurement above an agreed budget value, as well as being the link between the Company and the Office of the Director of Public Procurement and Asset Disposal (ODPP), and attending IPC Meetings as required;
• Providing effective interface with ODPP and other government bodies as required; and
• Carrying out any other duties as assigned by the Chief Executive Officer.

Qualifications and experience

• The ideal candidate should have a minimum qualification of a Bachelor’s Degree in Procurement and Logistics Management, Engineering, Business Administration, or Economics, from a recognized University with a relevant Master’s Degree from a recognized University.
• The applicant must also be a registered member of the Malawi Institute of Procurement and Supply (MIPS).
• Applicants must have ten (10) years’ experience of which at least five (5) years should be at senior Management level.
• Applicants with experience in the power supply industry will have an added advantage.
