Job Description

A. BACKGROUND

The Malawi Postal Corporation (MPC) was established on 1st June, 2000 by an Act of Parliament, the Communications Act N0. 41 of 1998. Section 76 of the Communications Act of 1998 mandates MPC to provide postal services and perform other services incidental to transmission of postal articles; establish and operate post offices; and provide financial services. In 2003, MPC was granted a designated postal operator license by the Malawi Communications Regulatory Authority (MACRA), which regulates telecommunications industry in Malawi that expanded its scope to include provision of courier services apart from the Postal services. In order to fulfil its mandate effectively and efficiently with strategic leadership and management, an excellent and rare opportunity has arisen to engage a qualified person of Malawian origin to fill an Executive Management position of DIRECTOR OF POSTAL SERVICES tenable at its Head Office in Blantyre. The Board of Directors of MPC therefore invites applications from suitable candidates to fill the position on a three (3) year fixed term employment contract. This is a highly demanding position that requires a person who has demonstrable capacity to drive postal services geared at making MPC a rejuvenated, vibrant and competitive Corporation.

B. SUMMARY OF THE JOB

Reporting to the Postmaster General, the Director of Postal Services is primarily responsible for Strategic leadership direction and guidance on Postal Services to ensure that Core functions of Malawi Postal Corporation (MPC) are performed effectively and efficiently.

C. KEY RESPONSIBILITIES AND DUTIES

The following are the key duties and responsibilities of the Director of Postal Services:

  •  Developing, reviewing, coordinating and monitoring policies, plans, strategies, systems and processes on postal services.
  •  Defining key result areas for the Directorate.
  •  Representing the corporation on postal services matters involving Government and other stakeholders.
  •  Developing collaborative links within and with other similar institutions on matters of postal business development.
  •  Developing, implementing and maintaining sound postal risk management mechanisms.
  •  Preparing budget and monitoring implementation of approved budgets.
  •  Developing resource mobilizing strategies and monitoring implementation.
  •  Preparing timely and detailed reports on Postal performance on quarterly and annual basis.
  •  Allocating work and appraising staff.

D. ACADEMIC AND PROFESSIONAL QUALIFICATIONS AND EXPERIENCE

Applicants should possess:

  •  Bachelor’s Degree in Business Administration or Social Science (Economics) from a University recognised by the Malawi Government;
  •  Master’s Degree in Business Administration or Economics from a University recognised by the Malawi Government; and
  •  Ten (10) years post bachelors qualification work experience in the postal services, of which, five (5) years, must be at Executive Management level.
