Job Description

The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.  I-TECH Malawi provides technical assistance to the Malawi Ministry of Health and its partners to support human resource development, health systems strengthening, HIV care and treatment, and HIV surveillance for epidemic control.

I-TECH has been privileged to provide technical support to the Government of Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical Assistants, Program Officers and Public Health Fellows.  The International Training and Education Center for Health (I-TECH) was established in 2002 at the University of Washington in Seattle.  I-TECH is funded by the U.S. Centers for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT) under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

I-TECH Malawi will be conducting an observational birth defects surveillance study (BDS) in four hospitals: Queen Elizabeth Central Hospital in Blantyre, Bwaila Hospital in Lilongwe, Ntcheu District Hospital and Mangochi District Hospital. The purpose of this Birth Defects Surveillance Study (BDSS) project is to first implement a birth defects surveillance system and estimate prevalence of birth defects and secondly to conduct a nested case-control study to examine the association of maternal use of antiretroviral treatment (ART) and birth defects in the four hospitals.   Results from this study will provide background rates of birth defects in Malawi and provide baseline estimates of maternal medication use to treat HIV/AIDS in pregnancy and the prevalence of major external birth defects.

Position: Director of Operations and Compliance, Lilongwe, Malawi



Position Overview

The Director of Operations and Compliance (DOC) will be responsible for all operations at the I-TECH Malawi office, including procurement, support services, contracts and IT. The position requires effective communication with both domestic and international I-TECH staff, MoHP, and other governmental bodies, US-based funders and implementing partners within and beyond Malawi. The DOC is required to be innovative and use sophisticated problem-solving skills to successfully interface and communicate within the organization, across I-TECH network, and externally to local stakeholders. S/he will supervise the Procurement and Operations Manager and will lead and provide oversight to the Operations team. S/he will be responsible for I-TECH Malawi country office management budget including its development, decision-making, and monitoring according to USG funding regulations as well as Malawian law.

The DOC is a member of the Senior Management Team and will report to the I-TECH Malawi Country Representative (CR). S/he will work closely with the I-TECH headquarters’ Senior Program Manager as well as with technical and operations staff from headquarters.


Duties and Responsibilities


Management, Vision, and Leadership

  • Manage the review, dissemination, implementation, monitoring and assessment of operational policies, procedures and associated administrative forms and tools critical to the success of I-TECH Malawi objectives; evolve operations and compliance systems to meet the demands of a program of growing scope, size and complexity
  • Act as key operations liaison between I-TECH Malawi and I-TECH HQ, as well as with other I-TECH country offices
  • Conduct bimonthly or more frequent operations-focused calls with I-TECH HQ in Seattle and manage other operations-focused communications with critical stakeholders as needed
  • Support accountability, compliance and collaboration with all other I-TECH Malawi operations and program units, including Finance, HR, Monitoring & Evaluation Clinical and Surveillance
  • Provide direct supervision and guidance to the Procurement and Operations Manager, as well as the rest of the operations team
  • Exercise judgment and personal initiative to solve administrative problems consistent with the objectives and policies of the I-TECH program
  • Serve as a member of the I-TECH Malawi Senior Management Team, providing operations representation
  • Conduct other duties as required by the Country Representative

Communication and Reporting

  • Communicate with partners, staff and colleagues with a high level of tact, diplomacy and confidentiality
  • Convene regular meetings with section heads to address and advance operational goals and objectives
  • Identify and communicate trends to senior leadership
  • Identify and resolve business issues; analyze and recommend solutions that align with existing rules and regulations of the Malawian government, funders, and I-TECH/UW systems and practices
  • Establish and review the reporting mechanism(s) that analyze(s) operational performance against organizational goals & objectives
  • Provide CR with progress reports highlighting successes, best practices, and challenges in the area of Operations
  • On behalf of I-TECH Malawi and per direction from the CR, liaise with legal counsel on issues needing contextual clarification; update HQ on major legal issues faced by the CO
  • Facilitate collaborative relationships with key stakeholders including the MoHP legal counsel, UW Real Estate Office and other government agencies


Policy and Procedure Development and Compliance

  • In collaboration with I-TECH headquarters and using the Global Operations Manual, develop and implement operational policies and procedures to meet I-TECH Malawi needs
  • Review all policies to ensure compliance with the UW, Funder and Malawi regulations
  • Implement process improvements to operational systems to incorporate best practices
  • Coordinate practices and procedures in all areas to ensure increased efficiency and effectiveness through operational excellence
  • Monitor CO compliance with policies and procedures
  • Review and revise policies and procedures on an as needed basis


Procurement, Logistics and Security

  • Monitor the security situation in I-TECH Malawi’s operational areas and take appropriate measures in the interests of I-TECH Malawi personnel, and property as well as partners (beneficiaries) making recommendations to management as needed to assure the safety and security for all.
  • Provide direction to, and supervision of, logistical arrangements related to visitors and employees in the region
  • Serve as point person for safety and security issues or concerns and oversee development and implementation of safety and security protocols
  • Supervision of procurement and training of staff in procedures and ethical practices in procurement
  • Negotiate and monitor vendor agreements, authorize purchase orders and complete quality assurance checks on all purchase documentation
  • Provide oversight of all IT related issues


Budget and Audit Management

  • Manage the country office management budget, ensuring compliance with USG donor requirements for allowable, allocable and reasonable purchases
  • Work with the CR, Team Leads, and Technical Officers: Program Management, to develop the annual management budget
  • Make decisions regarding reallocation of budget between and within management budget categories in consultation with CR, Team Lead, and Finance Team
  • Participate in the monthly budget review process in the country office and with HQ
  • Where relevant, and in conjunction with the Finance Department, support and respond to external and internal auditor requests and comments in a timely and professional manner to ensure a smooth auditing process
  • Report and coordinate the investigation of suspected violations of policies and procedures discovered during the audit process
  • Ensure that the Operations team has the skills and resources to correct issues in a timely fashion


Required Education, Training & Experience

  • Master’s in Business Administration, International Development, or other closely related field
  • Minimum ten (10) years relevant management experience with a reputable national or international organization
  • At least 5 years’ experience working with multiple US-funded donor programs and understanding of US government rules and regulations
  • Proven track record in management level administration and ability to address complex and sensitive administrative issues
  • Strong ability to work independently, take initiative and set priorities
  • Excellent communication, presentation and team-building skills, including cultural and gender sensitivity
  • Well evidenced analytical, organizational, evaluation, and problem-solving skills
  • Proven ability to work well with a wide range of collaborators and stakeholders, including national, international, and field-based project implementers and staff
  • Strong interpersonal skills and excellent oral and written English communication skills
  • Proficiency in Microsoft Office programs, including Word, Excel and PowerPoint
