Job Description

The National Oil Company of Malawi (NOCMA) whose main objective to ensure security of fuel supply in Malawi is a wholly owned Malawi Government Company established under the Company’s Act of 1984 on the 10th December 2010 and commenced its operation in 2012. NOCMA is responsible for managing the Country’s 60million litres Strategic Fuel Reserves situated in Blantyre, Lilongwe and Mzuzu; and smaller depots in Chilumba, Chipoka and Mchinji.

Over the past eight (8) years, the Company has grown tremendously in its national strategic importance with its fuel importation market share growing from ten percent(10%) in 2015 to an average of sixty percent (60%) in 2019/20 and this has been matched with growth in Institutional capacity and investments to enable efficiency and effectiveness in executing its mandate.

 

In its drive to ensure improved and sustained efficiency and effectiveness in delivery of its mandate, NOCMA is seeking to recruit qualified and experienced candidates to fill various highly rewarding posts that have arisen within the Company.

Job Title: Director of Finance




Department: Finance


Grade: NOC3



Purpose of the Job

To provide strategic leadership, direction and guidance on prudent use and management of NOCMA financial and material resources to enable the company achieve its goals in the most efficient and effective manner.



Key Duties and Responsibilities

  • Providing leadership for the formulation of financial accounting strategies in order to ensure that financial services contribute effectively and efficiently to the goals of the company
  • Advising the Chief Executive and top management team on financial matters and establishing appropriate policies and procedures to ensure compliance with legal and professional standards
  • Ensuring prudent management of company assets and stocks
  • Facilitating the preparation of financial statements and production of cost, management, revenue and
    expenditure accounts
  • Coordinating the preparation/consolidation of annual budgets and monitoring and controlling expenditure patterns of NOCMA
  • Coordinating the production of Monthly/Quarterly Operational Reports and Financial Statements for the information of the Chief Executive and the Board
  • Advising CEO and the Board on sourcing of external and internal financing and ensuring compliance with financing terms and conditions
  • Interpreting and advising on company financial policy, systems, regulations and procedures
  • Ensuring that appropriate and adequate internal financial controls are in place and operational
  • Establishing reviews and maintaining sound financial management systems, rules, policies, regulations and procurement matters
  • Monitoring cash and bank balances, and short-term and long-term investments
  • Monitoring and controlling expenditure to ensure adherence to budget policies, systems and procedures and advising management and stakeholders on financial matters
  • Identifying capacity development needs of subordinates in the Department
  • Supervising and appraising staff under his/her charge to ensure that the Department provides an acceptable level of financial services support to core functions of the Board.
  • Performing any other duties relevant to the post.



Minimum Qualifications and Work Experience

  • Masters in Accounting / Finance or Business Administrationand full professional qualification such as: ACCA, CPA, CIMA, or ACA
  • At least ten (10) years relevant post qualification experience; and five (5) at senior management level Additional Skills and Abilities
  • Good knowledge of financial management
  • Proficient skills in Microsoft Office (MS Word, Excel and Access).
  • Strong analytical skills
  • Strong interpersonal skills
  • Working knowledge of accounting packages
  • Strong organizational skills
  • Ability to work in a team with leadership skills for coaching and developing employees.
  • Mature and good communicator with adequate negotiating skills
