A. INTRODUCTION AND BACKGROUND

Blantyre Water Board is a government-owned institution established and reconstituted under the Waterworks Act of 1995 to supply potable water to residents of the City of Blantyre and other surrounding areas.

In order to fulfil its mandate effectively and efficiently with strategic technical, leadership and management, an excellent and rare opportunity has arisen to engage a qualified person of Malawian origin to fill an Executive Management position of Director of Distribution and Commerce tenable at Blantyre Water Board’s Head Office, the Board therefore invites applications from suitable candidates to fill the position on a three (3) year employment contract.

This is a highly demanding position that requires a person who has demonstrable capacity to initiate administrative and managerial innovations geared at making the University a vibrant and competitive institution. B. SUMMARY OF THE JOB

Reporting to the Chief Executive Officer, the Director of Operations and Commerce is primarily responsible for effective and efficient management of all distribution and commercial services within the Board. He/she is responsible for developing and implementing strategies/plans that ensure continuity of water to all consumers with minimum losses; optimization of the Board’s revenue generation; enhancement of service delivery standards; creation of customer satisfaction and confidence and; expansion of customer base.

C. KEY DUTIES AND RESPONSIBILITIES

The following are the key duties and responsibilities of the post:

  • Leading the Department to achieve its objectives, targets and goals within budget and time limits;
  • Coordinating and controlling the implementation and delivery of zone-based programs, activities and services to ensure continued supply of potable water in all Water Supply Areas within all zones;
  • Ensuring effective meter reading, billing and revenue collection to maximize revenue generation and collection;
  • Ensuring efficient and effective supply of potable water through regular maintenance of distribution network and provision of New Connections;
  • Managing physical and commercial non-revenue water losses;
  • Overseeing all the activities involved in the provision of water supply and sanitation services in the
  • Low-Income Areas of Blantyre City Council and the surrounding supply environs;
  • Coordinating all commercial and revenue collection services to enhance revenue generation, increase customers and customer satisfaction;
  • Advising management and other stakeholders on water situations, trends and other effects that have bearing on water supply services;
  • Supervising and controlling the distribution and network system for maintaining and extending a network for the distribution of drinking water to all connected customers.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

Applicants should possess:
  • Registered Engineer with a Master’s Degree in Civil, Electrical or Mechanical Engineering.
  • Bachelor’s Degree in Civil, Electrical or Mechanical Engineering.
  • At least five (5) years’ post graduate work experience at senior management level.
  • Knowledge of Operation and Maintenance of piped systems;
  • Experience in managing financial and commercial activities of a public utility organization; and
  • Skills in utility supervision, public relations and debtor control.
