Job Description

The National Oil Company of Malawi (NOCMA) whose main objective to ensure security of fuel supply in Malawi is a wholly owned Malawi Government Company established under the Company’s Act of 1984 on the 10th December 2010 and commenced its operation in 2012. NOCMA is responsible for managing the Country’s 60million litres Strategic Fuel Reserves situated in Blantyre, Lilongwe and Mzuzu; and smaller depots in Chilumba, Chipoka and Mchinji.

Over the past eight (8) years, the Company has grown tremendously in its national strategic importance with its fuel importation market share growing from ten percent(10%) in 2015 to an average of sixty percent (60%) in 2019/20 and this has been matched with growth in Institutional capacity and investments to enable efficiency and effectiveness in executing its mandate.

 

In its drive to ensure improved and sustained efficiency and effectiveness in delivery of its mandate, NOCMA is seeking to recruit qualified and experienced candidates to fill various highly rewarding posts that have arisen within the Company.

Job Title: Director of Corporate Services



Grade: NOC3

Department: Corporate Services

Reporting to: Chief Executive Officer



Purpose of the Job

The position is responsible for the overall management of the NOCMA’s Company secretarial duties; legal and regulatory complianceand other corporate services.


Key Roles and Responsibilities

  • Provide all Company Secretarial duties working closely with the CEO and Board of Directors, serving as Secretary to the Board of Directors and all its sub-committees;
  • Oversee the Company’s legal services section and provide the company with relevant litigation strategies;
  • Oversee the Company’s contracts, MoUs, agreements and all related commitments and highlight legal implications;
  • Ensure the Company’s compliance to existing regulations, laws, policies and procedures;
  • Advise management on issues related to the group’s corporate reputation and recommend appropriate course of action;
  • Developing Department’s annual plans, programmes, strategies and budgets based on priorities within allocated resources;
  • Giving strategic leadership to the Company’s corporate services, creating a culture of effective and efficient services;
  • Ensuring efficient and effective management of resources to achieve targets within agreed resources;
  • Managing relationships with external partners and agencies to enhance the Company’s performance,
    reputation and image
  • Ensuring the development of effective working relationships between corporate functions across the
    Company;
  • Ensuring that effective arrangements exist to promote good internal and external communications
  • Guiding the company in interpretation of laws regarding all aspects of the company
  • Setting up systems to ensure compliance with statutory requirements
  • Producing quarterly reports
  • Performing any relevant duties as may be assigned from time to time by the CEO.



Minimum Qualifications and Work Experience

  • LLB in Commercial law and/or International Trade or a Bachelor of Law of law with an MA in Strategic Management
  • Minimum of 10 year’s cumulative experience in a Legal and Corporate Management role with at least 5 years at managerial level.
  • Professional membership of the Institute of Chartered Secretaries and Administrators (ICSA) would be an added advantage.
