Position: Demand Creation and Communication Advisor

Jhpiego is an international, non-profit health organization affiliated with the Johns Hopkins University. Jhpiego develops innovations to enhance the capacity of health care workers, strengthening health systems and improve delivery of care towards improving the health and well-being of families. Jhpiego has been collaborating with the Government of Malawi and various partners in implementing a wide-range of interventions in maternal, newborn and child health, family planning, HIV/AIDS prevention and care and treatment, since 1999. Current projects include facility and community-based HIV testing services for key and priority populations, and HIV prevention through Voluntary Medical Male Circumcision (VMMC).
The Demand Creation and Communication Advisor will lead design rollout, manage and implement day-to-day demand creation, communication strategies, and operations to promote increased uptake of VMMC for an upcoming CDC project This project aims to prevent new HIV infections in priority populations through increased uptake of high quality VMMC services among males aged 15-29. The project aims to increase availability of and access to VMMC services, increase demand for VMMC among targeted age- groups, improve quality of VMMC services, and strengthen linkages between VMMC and other services. This project is financially supported by the US Presidents Emergency Plan for AIDS Relief (PEPFAR) through US Center for Disease Control and Prevention. The project will operate a one-year period.
The position will operate under the leadership of the Project Director, and will oversee and ensure the technical and methodological soundness of all demand generation and communications activities. S/he shall have depth and breadth of technical expertise and experience in designing and implementing comprehensive health communication interventions, and related capacity strengthening necessary to implement a VMMC project. This position is contingent upon award from CDC. Malawian nationals are strongly encouraged to apply.
Lead the design, roll-out and day-to-day management and implementation of communication strategies and interventions to promote increased uptake of VMMC Provide technical oversight, strategic direction and definition of appropriate project activities, related to project communication strategies and interventions
Lead demand creation strategy for VMMC services across all project districts; apply human-centered design approaches to develop an understanding of key barriers and motivators of VMMC uptake, as well as untapped opportunities to connect VMMC to would be client aspirations.
Establish and implement a system to ensure technical quality communications and demand creation activities.
Develop and/or update job aids, and IEC materials used for VMMC demand creation
Identify training needs for VMMC demand creation team and to provide mentoring and capacity building at the individual and organizational level in community-level health communication, promotion and education
Coordinate advocacy, demand generation, and policy support, across project sites as required
Lead the formulation of innovative approaches for scale up of targeted health communication for VMMC services
Actively participate in the national VMMC technical working groups and professional forums representing Jhpiego
Work with health care providers, local authorities, community members and project team members to identify communication, clinical, and other issues in the community that impede uptake of VMMC services
Work closely with the Project Director on setting project communication priorities and directions, and responding to requests for support from local counterparts
Work with M&E staff to design, implement a plan to track data/results related to in service communication and demand creation for VMMC
Coordinate the identification and documentation of success stories and best practices/new solutions out of the activities of the project in the targeted districts.
Provide input in the development of project reports including routine quarterly and annual reports and other reporting requirements as requested
With the Project Director and Ministry of Health, provide support for national-level demand creation planning, implementation, measurement, and improvement.
Ensure demand creation activities align with overall project strategy, CDC/PEPFAR commitments, Ministry of Health priorities and policy, and market conditions
Evaluate the impact of Jhpiego demand creation activities.
Track and report on a monthly/quarterly basis and propose corrective action if required
Ensure practical use of financial resources and that demand creation activities are conducted in line with the work plan and available budget.
Master’s Degree or higher in Public Health, Social and/or Behavioral Sciences or a related field, with emphasis on community-level health communication, promotion and/or education.
Minimum 7 years of experience in Malawi with track record of generating tangible results in designing, implementing and assessing large scale health social and behavior change communication programs in Malawi
Deep expertise in evidence-driven, theory-based, behavioral HIV prevention interventions.
Familiarity with innovative, interdisciplinary approaches such as human-centered design and behavioral economics for increasing demand for and use of health products and services.
Prior experience with building community competency to improve health, and participatory methodologies for engaging beneficiaries in planning and implementing local-level activities.
Skilled in at least two or more of the following technical areas: human centered design; HIV prevention; health communication, promotion and education;
Demonstrated in-depth understanding of Malawi healthcare system, particularly the public health system, experience living and working in Malawi preferred
Familiarity with USG’s administrative, management and reporting procedures and systems
Proven track record managing a project team composed of several technical experts and fostering team work
Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
Expertise in research to practice—identifying and adapting best practices to specific project contexts
Proven record of having written some professional communications in a newspaper, scientific journal or organizational website
Excellent verbal, written interpersonal and presentation skills in English
Proficiency in Microsoft Office: Word, Excel, PowerPoint and Outlook;
Ability to travel nationally to project sites.
