Job Description

The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.  I-TECH Malawi provides technical assistance to the Malawi Ministry of Health and its partners to support human resource development, health systems strengthening, HIV care and treatment, and HIV surveillance for epidemic control.

I-TECH has been privileged to provide technical support to the Government of Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical Assistants, Program Officers and Public Health Fellows.  The International Training and Education Center for Health (I-TECH) was established in 2002 at the University of Washington in Seattle.  I-TECH is funded by the U.S. Centers for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT) under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

I-TECH Malawi will be conducting an observational birth defects surveillance study (BDS) in four hospitals: Queen Elizabeth Central Hospital in Blantyre, Bwaila Hospital in Lilongwe, Ntcheu District Hospital and Mangochi District Hospital. The purpose of this Birth Defects Surveillance Study (BDSS) project is to first implement a birth defects surveillance system and estimate prevalence of birth defects and secondly to conduct a nested case-control study to examine the association of maternal use of antiretroviral treatment (ART) and birth defects in the four hospitals.   Results from this study will provide background rates of birth defects in Malawi and provide baseline estimates of maternal medication use to treat HIV/AIDS in pregnancy and the prevalence of major external birth defects.

I-TECH is seeking to hire qualified candidates for the following positions to support the activity

Position: Data Manager 

Position Overview

The main purpose of Data Manager is to oversee the program’s various data systems. The Data Manager will be responsible for organizing, storing and analyzing data as efficiently as possible, while always upholding agreed-upon security standards.

(S)he will work closely with the Technical Director for Surveillance, the Program Manager, Nurse Coordinator and Site Nurse Managers to trouble-shoot any data-related problems. This position will report directly to the Project Manager. The position will be based at I-TECH in Lilongwe.

Duties and Responsibilities

  • In accordance with current best practices, the Data Managers will ensure that the project’s data systems are secured and protected from potential breaches or malicious attackers.
  • To review pre-existing data management policies, SOPS and should the need arise, create new ones, to make sure that they are up to date and effective.
  • To oversee and manage staff members in the daily use of data systems
  • To manage all incoming and outgoing data files.
  • Ensure that all data files are well cleaned with all relevant data files securely managed including source documents file, audit trails, data cleaning files, data analysis files etc
  • In collaboration with the Project Manager, prepare birth defects pictures for confirmation and documenting the confirmations as well as responses to all queries raised by ICBDSR and site teams.
  • To retrieve special reports or data sets, it’s up to Data Managers to help them do so effectively without risking any data loss.
  • To collaborate with fellow staff members to discuss any data problems that may arise and develop potential solutions
  • To support in data analysis for generating biweekly, monthly, quarterly, and annual reports and publications

Required Qualifications:

  • Bachelor’s Degree in Statistics and/or Computer Science from a recognised university.
  • Previous experience in a managing data arising from research studies involving human subjects
  • Minimum 2 years’ experience of managing large data sets
  • Must be GCP trained (this may be provided if lacking).

Desired Experience

  • Must have a thorough and proven understanding of the principles of data management and administration.
  • Must be familiar with modern databases and IT systems and how they work.
  • Must be proficient at digesting and analyzing large amounts of data.
  • Must be able to tackle problems under pressure.
  • Must have excellent verbal and written communication skills.
  • Well versed in the functions and operations of research study
  • Excellent knowledge and skills in team management and team building
  • Ability to work under pressure and meet deadlines whilst working on tight schedule.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
