Assignment: Gender Equity and Social Inclusion (GESI) Review of PROSPER Markets’ initiatives


PROSPER Markets is seeking an experienced consultant to conduct a short-term technical assignment, conducting a review PROSPER Markets’ Gender Equity & Social Inclusion (GESI) approach and provide guidance and support on how the programme’s work could become more inclusive and effective.

 

Context

PROSPER Markets is a UK Foreign, Commonwealth and Development Office (FCDO) funded market systems development (MSD) programme, focussed on improving the incomes and resiliency of poor people in Malawi. PROSPER Markets aims to do this by create sustainable, systemic change in Malawi’s private sector. Rather than trying to directly fix market constraints, or directly performing a function in the system, such as supplying direct inputs to smallholder farmers (SHFs), PROSPER Markets works to leave behind stronger and more inclusive market systems that will, in of themselves, support more secure and predictable incomes for the poor, long after the end of the programme. It is implemented by Kadale Consultants.

 

One of PROSPER Markets’ core principles is a commitment to delivering pro-poor and inclusive impact – i.e. ensuring the benefits of better market systems accrue to men and women. This is achieved by fully integrating Gender Equity & Social Inclusion (GESI) into research and analysis, and ensuring that programme activities specify how they will over time contribute to GESI objectives, or at least ‘do no harm’.

 

All of PROSPER Markets’ initiatives are designed from a market systems development perspective. While the overall consortium has an overarching GESI strategy, to which the consultant shall refer, PROSPER Markets wants a review of its interventions from a GESI perspective; and guidance from the consultant on how the programme’s work could become more inclusive and effective within an MSD approach.

 

Objectives of the assignment:

i.  To conduct a review PROSPER Markets’ GESI approach and provide guidance and support on how the programme’s work could become more inclusive and effective. Key areas for review include the programme’s:

  • Theory of Change and  Strategies
  • Initiatives
  • Monitoring and result measurement systems
  • Risk Management tools and process

ii. To review the overarching PROSPER GESI Analysis & Strategy to assess if and how its recommendations can be incorporated into PROSPER Markets work more effectively.

 

Estimated Timeline and days

The assignment will comprise up to fourteen consulting days in total: one day preparation and inception meeting; four days of desk research and interview preparation; three days for interviews with relevant PROSPER Markets team members; six days for analysis and report writing . There may be scope for follow-up depending on the outcome of the first phase.

 

Selection Criteria: Experience and Qualification

The Service Provider should:

  • Have a practical and demonstrated experience of designing, implementing and/or assessing MSD programmes
  • Have a strong understanding and experience in applying GESI approaches on MSD programmes
  • Have detailed professional knowledge of market systems-oriented GESI issues in Malawi or similar country/countries.
  • Demonstrate high level of professionalism and an ability to work independently and to tight deadlines.

 

Proposal guidelines

  • Open to Malawi-based and international applicants.
  • Applicants should send a CV with covering letter that explains their suitability for this assignment.
  • Applicants should specify the country that they are resident in and a proposed day rate.
  • Applicants should provide three traceable references for similar assignments undertaken in the last three years.
