Assignment Title: Consultancy for Environmental Safeguards Specialist
The Government of Malawi has received financing from the World Bank toward the cost of the Malawi Electricity Access Project (MEAP) being implemented by Ministry of Energy and Electricity Supply Corporation of Malawi (ESCOM) Limited. ESCOM intends to apply part of the proceeds for consulting services for the position of Environmental Safeguards Specialist
2. The Position: Environmental Safeguards Specialist (1 Position)
The Environmental Safeguards Specialist is part of a larger Project Management Team (PIU), which comprises the Project Manager, Social and Gender Inclusion Manager, Procurement Specialist and other specialists. In executing the duties as outlined under item 4, the Environmental Safeguards Specialist will act in a manner to ensure that all environmental safeguards issues are managed consistent with relevant frameworks and policies.
The Environmental Safeguards Specialist is expected to work in close coordination with the Social Safeguards Specialist, the Social and Gender Integration Manager and other experts within the PIU to support the implementation of the Environmental and Social Management Framework (ESMF) for Malawi Electricity Access Project. The Environmental Safeguard Expert shall be responsible for overall management, oversight and monitoring of implementation of environmental measures in the Malawi Electricity Access Project during implementation phase.
3. Specific Tasks
The Environmental Safeguards Expert will be responsible and take full ownership for the following:
Assist the PIU in day-to-day activities related to the project compliance to environmental safeguards
Support the environmental screening and categorization process for the subprojects
Interface with National Authorities in charge of environment and World bank safeguards team to ensure implementation of environmental safeguards, including Construction Environmental Management Plans (CEMP, ESIAs, ESMPs) are in conformance with Government and World Bank
Review Environmental Reports submitted by contractors, ensure adequacy and quality as per contract, and support ESCOM in preparation and submission of the reports to the World Bank.
Participate in preparation of bid documents for the project and certify that environmental mitigations are incorporated
Review safeguards instruments prepared by contractors and consultants including ensuring implementation of the same.
Facilitate integration of relevant and cross-cutting environmental issues including gender and HIV/AIDs.
The Environmental Safeguards Specialist will be reporting to the Project Manager for his/her everyday responsibilities.
5. Duration of Assignment
The Expert will be assigned for four (4) years full project period with a provision of renew of contract each year subject to satisfactory performance. The Environmental Safeguard Expert (Full Time) for MEAP is expected to work full time during office hours with required travels outside Blantyre within MEAP project related matters.
6. Qualification Criteria
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
A minimum of a Master Degree in Environmental Science, Environmental Engineering, and Environmental Management.
At least 7 years of professional experience in the field of environmental assessments and management, conversant with multilateral donor agency requirements on E&S safeguard effective implementation and their management.
Proven experience in implementing international environmental safeguards policies/standards on projects financed by International Financial Institutions such as the World Bank, AfDB, ADB, EU etc.;
Ability to build capacity and train various stakeholders;
Familiarization with the ESMF document, its requirement and implementation.
7. Location of Employment
The Environmental Specialist will be based in Blantyre, but will be required to travel regularly to the project areas across the country and work closely with the Project Implementation Unit members and all other relevant stakeholders.
