FINCA Limited (Malawi), a subsidiary of FINCA Impact Finance (FIF), is a deposit taking micro finance institution in Malawi operating through 22 service outlets serving borrowers and savers in rural, urban, and peri-urban areas in Malawi.

FINCA is increasing access to its services and products through alternate channels. To strengthen our team and prepare the institution for the challenges ahead, FINCA Malawi is looking for interested qualified persons for the below listed position:

Position: COMPLIANCE MANAGER, based at the Head Office in Blantyre

Summary

The Compliance Manager is a member of the management team. S/he operates within Risk and Compliance Department and is responsible for the compliance of issues of the entire Institution. The Compliance Manager advises Management Board in the utmost professional and appropriate way, regarding risks that might immerge in respect of none compliance statutory/regulatory obligations.

Major areas of responsibility

Anti-Money Laundering (in relation to the Act chapter 30 of FCA 2017)

• Ensure that staff are aware of the provisions of AM/CFT in relation to disclosure/reporting of suspicious transactions.
• Provide advice on vulnerabilities/exceptions raised after inspection and updates to Management and the Board in relation to AML/CFT as required by the regulator
• Act as a Liaison Officer between FINCA and FIA on AML\/CFT matters
• Conduct AML/CFT risk assessment on products/services, geographical location, customers and delivery channels.
• Development of implementation plans for matters related to AML/CFT
• Produce reports as required weekly, monthly, quarterly and annually in line with the needs to the business and the regulator.
• Investigate matters reported to him in consultation with the CEO.
• Ensure that Records and documentation on AML/CFT are kept in good order and in a secured place.
• Produce training materials and provide training to all staff and directors in FINCA

Regulatory and Statutory Compliance

• Ensure that policies, procedures and manuals are up to date in line with the provisions of the law through periodic updates.
• Timely self-assessment and submission of Subsidiary Policies Manual (SPM) to Global Compliance Officer (GCO)
• Timely reporting of identified compliance breaches and make recommendations to Management for resolution.
• Develop and oversee systems for reviewing, monitoring, reporting and handling violations and resolving non-compliance to laws and regulations or supervisor requirements.
• Work with Legal department and ensure compliance tracker on new and existing regulation/legislation/directive is up to date, profiled and being enforced
• Produce compliance training materials on all new and existing laws and provide training to all staff and directors in FINCA
• Produce reports as required weekly, monthly, quarterly and annually in line with the needs to the business and the regulator.
• Ensure that Records and documentation on regulatory compliance are kept in good order and in a secured place.
• Development of compliance risk monitoring tools to assess adequacy of controls for the identified compliance risks.

Qualifications & Experience

• A business related degree preferably B. Com, law or Economics. Possession of an MBA or any related qualifications (ACAMS) gives an added advantage.
• Eight (5) years of banking or financial institutions business of which at least 3 should be in managing risk, a thorough knowledge of bank-wide business functions including operations, credit, finance, treasury, human resources, IT etc. as well as knowledge of financial products and services.
• Specialized training in compliance risk management
