Job Description

1.0 The Ministry of Finance, Economic Planning and Development is implementing Financial Access for Rural Markets, Smallholders and Enterprises (FARMSE) Programme with funding from International Fund for Agricultural Development (IFAD), the Government of Malawi (GOM) and the Private Sector. The overall goal of FARMSE is to reduce poverty, improve livelihoods and enhance the resilience of rural households on a sustainable basis. The Programme’s development objective is to increase access to, and use of, a range of sustainable financial services by rural households and micro, small, and medium enterprises.


FARMSE now intends use part of the proceeds of the funding to engage individual consultants as Community Based Financial Organisation Coordinator


Job Title: Community Based Financial Organizations (CBFO) Coordinator

Recruitment: National

Contract: Three-year contract, renewable based on performance

Reporting to: Technical Advisor

Location: Lilongwe


JOB OBJECTIVE

The Community Based Financial Organizations (CBFO) Coordinator will manage Sub-component 2.1 that is involved in the development of community based financial institutions that include but are not limited to cooperatives and village savings and loans associations. He/she shall be responsible for successful implementation of the sub-component. He/she will be expected to lead the coordination of all projects funded under the sub-component on technical aspects and ensure that the expected outcomes under the sub-component are achieved.


SPECIFIC RESPONSIBILITIES


Specifically, the CBFO Coordinator will undertake the following duties:

  • Support/facilitate awareness creation of the Programme and its objectives and goals among relevant CBFO stakeholders;
  • Support development of and implementation of relevant CBFO systems within the Programme;
  • Advise PMU on the logical and effective implementation of activities of the Programme in line with the GOM Financial inclusion strategy and/or relevant policies;
  • Identify the capacity needs of different CBFO promoters and advise on how these needs can be addressed to ensure their effectiveness in terms of Programme outcomes;
  • Support PMU in developing appropriate strategies to inform potential partners of available project support under component 2.1;
  • Participate in the selection of implementing partners involved in the development of financial community based organizations;
  • Take lead in monitoring projects of CBFO partners, review progress reports from partners and write regular reports on progress;
  • Provide technical advice to implementing CBFO promoters on how to improve their services, and processes,
  • Advise FARMSE on how to enhance synergies with other Programmes and review draft MOUs between the Programme and CBFO promoters
  • Support review and refinement of the Project Implementation Manual
  • Assist in the preparation and management of supervision, backstopping and evaluation missions;
  • Attend meetings/workshops under the Programme and offer advice/technical opinion with special focus on those that may affect Programme performance.
  • Deal with any other matter relevant to Programme objectives as may be identified by the PMU


QUALIFICATIONS

Applicants should meet the following qualifications:

  • A minimum of a Bachelor’s Degree in Social Sciences, Business Administration, Education, Community Development, or similar discipline.
  • At least 5 years post qualification experience and exposure to financial inclusion through financial cooperatives or savings and loan groups (SLGs) management, rural/agricultural finance and microfinance.
  • Excellent understanding of financial inclusion, types of financial institutions and their services, financial systems development, value chain finance principles and approaches as well as extensive exposure to sector innovations.
  • Excellent practical understanding of project management concepts and theory of change
  • Experience in management or supervision of door funded projects.


PERSON SPECIFICATION


The applicant is expected to me the following qualities:

  • Be mature, team oriented professional with good analytical skills
  • Able to make easily understandable technical inputs on rural finance, especially in regard to financial cooperatives and SLGs.
  • Able to strike rapport with cooperatives networks/associations, SLGs promoters, relevant GOM ministries and other stakeholders.
  • Self-motivated individual working autonomously or with minimal supervision and able to travel to the rural areas and meet tight deadlines.
  • Excellent communication and facilitation skills and fully conversant with computer Microsoft Office packages.
  • Ability to write a credible report and make quick analysis on technical reports.
