(CONSULTING SERVICES – INDIVIDUAL SELECTION)

The Government of Malawi has obtained a credit and grant from the International Development Association (IDA) through the crisis response window) to implement the Malawi Resilience and Disaster Risk Management Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include various individual consultancy services for project management positions for the Malawi Resilience and Disaster Risk Management Project.
The Ministry of Irrigation and Water Development now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the following position:
Assignment Title : Communications Specialist (Ref. No.: MW-MOAIWD-165500-CS-INDV)
The short listing criteria are:
Minimum of a Bachelor’s Degree in Mass Communication or Journalism or Public Relations;
At least 5 year’s general experience and 2 year’s specific experience in handling work on communication and public relations for donor funded projects;
Knowledge and practical experience in the range of communication approaches, tools and methodologies essential to planning, executing, and monitoring communications strategies;
Excellent language skills and proficiency to write and edit engaging and targeted communications products for purposeful structure, clarity of ideas, and logical, persuasive presentation;
Strong computer skills – MS Office such as PowerPoint, Publishing Programs; and use of modern media equipment; and
Conversant with the local language.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Each consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations. Further information (including detailed terms of reference for the assignments) can be obtained at the address below during office hours from 7:30hrs to 12:00hrs and from 13:00hrs to 17:00hrs except on Weekends and Public Holidays.
