Job Description

Cluster Programme Officer

Reporting to: Cluster Manager

Duration: 3 years renewable dependent on performance and availability of funding

Location: Northern Region

Role Overview

The Programme Officer directly facilitates Programme planning, implementation, monitoring, reporting, evaluation and impact assessment of AAM work at cluster/community level in line with the Country Strategy Planning (CSP), policies, processes, procedures, systems, standards, frameworks and relevant laws. The role includes partner identification and development, community mobilization, general administration, resource mobilization and sponsorship management.

Programme, Planning, Implementation, Monitoring and Evaluation
  • Coordinate identification, assessment of partners, development of partnership agreements and capacity building.
  • Facilitate development and review of partner plans and budgets (Programme & donor funded projects) for the Cluster.
  • Support design, implementation and monitoring of non-sponsorship funded projects at cluster level.
  • Facilitate disbursement of grants to implementing partners.
  • Monitor and support partners’ implementation of work plans and compilation of reports in line with the agreed schedule.
  • Monitor partners’ implementation of M&E frameworks in line with defined indicators.
  • Facilitate, continuous partner participatory review and reflection processes.
  • Participate and represent and the organisation and the Cluster Manager in relevant meetings.
  • Facilitates capacity assessment and capacity building for partners, district and local stakeholders.
Social Mobilization, Advocacy & Campaign
  • Support mobilization and formation of people’s organisations at cluster level for social change and greater attainment of women’s rights.
  • Support identification of issues for advocacy and policy influencing at district and national level including emerging issues from implementation and contextual changes.
  • Organize and coordinate campaigns by partners including guiding stakeholder analyses.
  • Support development of key messages and tactics and linking them with national and international commemorations and organizational campaigns.

Resource Mobilization
  • Support resource mobilization activities including development of donor project concept notes and full project proposals.
  • Links partners to other institutions for technical and financial support.
  • Support implementation of donor contract management system by provision of information and data.
  • Support implementation of the fundraising strategy and sponsorship communication plan at cluster level.
  • Collect data for supporter’s progress reports
  • Implement sponsorship requirements including:
Sensitizing communities and partners to understand sponsorship and child protection policies
  • Collecting data for sponsorship reports
  • Collection of case histories and new profiles
  • Collection of child messages
  • Organisation and Conduction of photo updates
  • Collection and timely response to queries
  • Organisation and conduction of invigorating child sponsorship activities such as Child Open Days.
Finance, General Administration
  • Provision of information, clarification in support of reviews including audit.
  • Orient partners on relevant AAM policies and procedures e.g. whistle blowing, Sexual Harassment Exploitation and Safeguarding.
  • Supports grant management including facilitation of funds disbursement to partners in the cluster
  • Reviews of management accounts and providing feedback.
  • Support development and implementation of procurement plans.
  • Provide timely feedback and responses to Programme related tasks/requests from the national office units and duster office.
  • Implement vehicle policy: logbook, maintenance, private mileages.
  • Manage stores and maintains store records
  • Facilitate all logistics for the cluster with national and /or other units.
People Management
  • Engage in recruitment, induction, training, coaching and mentoring of staff/partner organisations at Cluster level.
  • Promote teamwork and team motivation.
  • Work in collaboration with other partners, projects AAM units and functions.
  • Support cluster meetings to review progress and take management actions.

  • Carries out other tasks as may be assigned by the Cluster Manager.
