Job Description

Project HOPE is non-profit international organization with an international team of over 500 engaged employees in 30 countries. One Community

The One Community program is funded by PEPFAR, through USAID Malawi. It is a program being implemented in Malawi by a consortium led by Johns Hopkins Center for Communication Programs (CCP) and its sub-partners Project HOPE and PLAN International. The purpose of the One Community activity is to improve the lives and care of people living with HIV, particularly CLHIV and their primary care givers and other OVC. It is providing care and support, impact mitigation and prevention services In a single integrated response at the community level.

Project HOPE is looking for well qualified and experienced candidates for position of Child Health Officer tenable at Machinga district offices.

The position is on short-term contract of up to September 2020.

Position: CHILD HEALTH OFFICER


JOB SUMMARY

The Child Health Officer is responsible for implementation of the community based health services for One Community in his/her respective districts. He/she will work in collaboration with JHU-CCP and Plan International district level project personnel. He/she will be under the leadership of the district team leader and Community Health and Social Services (CHSS) Manager. He/she is responsible for district level health programs planning, implementation, monitoring, and coordination of program activities and supervision of CEFs, and primarily responsible for the management of CLHIV with high VL.

SPECIFIC RESPONSIBILITIES
  • Provide input and participate in the project implementation plan and strategy design for the health and clinical services component.
  • Coordinate periodic health services report and performance monitoring activities at district level.
  • Coordinate the implementation of community based outreach health services in the district.
  • Ensure the health needs of OVC and their caregivers is addressed through either direct service delivery or referrals.
  • Ensure all OVC and their caregivers have the opportunity to know their HIV status and accelerate linkage to care and treatment services while improving their adherence to treatment at district level.
  • Work closely with treatment partners and reference laboratories to increase access to EID of exposed children.
  • Collaborate with treatment partners to ensure target population groups on treatment are accessing viral load testing services per the national guideline/protocol.
  • Ensure functional cross referral mechanisms for OVC and their caregivers with other social and health services in the district.
  • Coordinate and integrate the HIV and AIDS health services at district level with other health and nutrition programs.
  • Organize and conduct regular know your child sessions and case conferencing.
  • Provide on-going management, supportive supervision and mentorship to Community Engagement Facilitators (CEFs) on health and health related issues
  • Organise, coordinate and conduct facility-based case management session and referral coordination meetings.
  • Organize and facilitate training and capacity building of Community Engagement Facilitators.
  • Track progress against the activity plans in the district, including suggesting appropriate corrective action if the targets are not met
  • Produce and ensure timely submission of monthly program activity and M&E reports to the Community Program Manager.
  • Fulfil other duties and responsibilities as may be reasonably assigned by the District Team Leader and CHSS Manager.

Administrative and Financial Management Responsibilities
  • Assist the CHSS Manager and the district level finance and admin officer for the management of administrative and financial tasks pertinent to health and clinical services at district level.
  • Ensure that all programme administration and financial management in the district is in line with Project HOPE’s and One Community’s procedures and regulations, as well as regulations and requirements stipulated by the respective donor agencies.
  • Oversee CEFs in collaboration with the Economic Strengthening Officer.

Representation & Communication
  • Participate in and represent One Community at relevant district level health platforms with the government and other stakeholders.
  • Develop and maintain partnerships and linkages with sub-recipient organizations, host government health departments, health facilities and community based organizations for effective implementation of One Community health programs at district level.
  • Create awareness and promote One Community’s operations in the implementation district.

QUALIFICATIONS AND EXPERIENCE
  • Diploma in Nursing or other health related fields is required and having Bachelor’s Degree is a plus.
  • At least 5 years of professional experience; of which 2 years in the implementation of HIV/AIDS related health/clinical services coordination at community level.
  • Knowledge of HIV and AIDS related health services at community and facility level.
  • Experience in USAID/PEPFAR funded program implementation in Malawi is desirable.
  • Experience in health program coordination and implementation for children and adolescents at district or regional level.
  • Malawian nationality is a requirement and knowledge of at least one local language spoken in Southern Malawi is a plus.
