Job Description

The Council (Board of Directors) of the National Council for Higher Education (NCHE) is inviting applications from suitably qualified, experienced and distinguished academic/research/administrative Malawian professionals to be considered for the position of Chief Executive Officer for NCHE which fell vacant.

About NCHE


NCHE is the higher education regulator in Malawi and was established by the NCHE Act, No. 15 of 2011 with, among others, the following mandates:

  • to promote and coordinate higher education institutions;
  • to register and de-register higher education institutions;
  • to harmonise selection of students to all public universities;
  • to regulate, determine and maintain standards of teaching, examinations, academic qualifications and academic facilities;
  • to develop a national qualification framework which is compatible with regional and international standards;
  • to determine minimum criteria and procedures for registration and de-registration of higher education institutions;
  • to accredit both public and private higher education institutions; and
  • to design and recommend to the Minister institutional quality assurance standards for the establishment, standardisation and accreditation of higher education institutions including standards of teaching and learning; infrastructure, physical plant and equipment; the development of curricula; libraries and learning resource centres; safety of teaching and learning facilities and student transfer between programmes and higher education institutions.

General description of the job

The Chief Executive Officer (CEO) will be responsible to the Council for the efficient management and administration of the National Council for Higher Education Secretariat. The CEO shall lead in the development of strategies towards enhancing the operational efficiency of the NCHE. She/he shall lead a multi-disciplinary team of experts in developing high quality strategies and plans to ensure their alignment with short-term and long-term objectives of the NCHE.

Qualifications of the candidate

  • The candidate must be a distinguished scholar and administrator with outstanding academic and administrative records. She/he must also be a proven manager of human and material resources.

Specifically, the person should:

  • Be proven leader with academic and managerial standing at senior management level in the higher education sector and possess a doctorate degree from a reputable university and must be at least the level of or equivalent to Associate Professor in the field of specialisation;
  • Have demonstrated skills and competences in development and implementation of institutional strategic plans;
  • Have extensive demonstrable experience in accreditation and quality assurance;
  • Possess a proven and demonstrable ability to attract international research and development partners;
  • Exhibit acumen and ability to attract extra-statutory funds and mobilise other resources for the development of the NCHE;
  • Demonstrate ability to attract, motivate and retain highly skilled and talented staff in all categories;
  • Possess proven skills of team building, negotiating and conflict resolution, written and oral communication and information and communication technology;
  • Be highly self-motivated, mature, self-starter, a team worker and builder and result oriented;
  • Be well-experienced in developing, implementing and monitoring budgets and ensuring financial discipline;
  • Have good interpersonal and strategic leadership skills;
  • Have good planning and coordination, customer service, analytical and problem-solving, negotiation and excellent communication and presentation skills;
  • Have in-depth knowledge, experience and understanding of academic work in higher education institutions;
  • Have been engaged in the design and implementation of academic programmes and management systems and business plans;
  • Have strong ability to relate and engage with the public sector, private sector, civil society, senior government and development partner officials; and
  • Have at least ten (10) years of teaching experience in recognised universities and must have held positions of least Director of Studies/Centre, Dean of Faculty or Head/Principal at higher education institutions.

The CEO is responsible for the day-to-day administration of the Council and he/she shall see to it that the goals of the NCHE are met.

The CEO is also the Secretary to the Council. This being an exceptionally challenging and rewarding role, the individual must be mature to handle a broad range of responsibilities.

The duties and responsibilities of the Chief Executive include:

1. Leadership and management

  • Provision of innovative leadership to the Council geared at the furtherance of its statutory objectives;
  • Spearheading strategic planning, policy formulation and implementation responsive to the needs of Malaŵi in particular and the world in general;
  • Ensuring high standards of discipline among members of staff;
  • Ensuring adherence to administrative, academic, research and financial policies, rules and regulations;
  • Marketing and promoting the interests of the Council; and
  • Advising the Government, through the Council, on the implementation of higher education policies and programmes.

2. Quality assurance

  • Ensuring that mechanisms for quality control and inspection are in place and are functioning properly so that the quality of higher education is consistent with both regional and international expectations; and
  • Championing the process of obtaining ISO certification.

3. Financial and business management

  • Leading the resource mobilisation initiatives and ensuring that funds raised by the Council and those provided by the Government are managed properly;
  • Developing and managing strategic alliances and partnerships with the public and the private sectors in areas of mutual interest;
  • Ensuring efficient and effective financial accounting and management systems, including implementation and maintenance of work procedures and financial controls;
  • Ensuring timely preparation of budgets in line with the Malaŵi Government policy and seeing to it that the human resources needs are met; and
  • Ensuring that the NCHE’s resources are utilised with utmost prudence and accountability.

4. Human resource management

  • Developing and implementing responsive Terms and Conditions of Service including performance management systems and staff capacity development plans; and

5. Local and international engagement

  • Liaise with external stakeholders to develop and maintain strategic academic partnerships;
  • Coordinating with both public and private higher education institutions on matters of common interest; and
  • Representing the Council at various fora and meetings both at national and international level.
    Tenure of the post and remuneration package

The successful candidate shall hold office for a period of three (3) years on a negotiable performance-related contract. The candidate shall be offered an attractive salary and benefits commensurate with the seniority of the position and qualifications.
