Job Description

A. BACKGROUND

Malawi National Council of Sports (MNCS) operates within the legal framework of the Malawi National Council of Sports Act of 1974. The Act defines the duties of the Council and its various committees and the legal powers of the Minister in charge of Sports. MNCS has been entrusted with the responsibility to manage, control, develop and promote sport at all levels in the country

Externally, MNCS is the State Corporation that provides for developing, promoting, encouraging and controlling all forms of sport in Malawi on a national basis. Internally. MNCS fosters to promote a vibrant sporting culture, high standards of sportsmanship and discipline in sport practice by maintaining a highly skilled and well motivated workforce.

In order to fulfil its obligation effectively and efficiently with strategic leadership and management, an excellent and rare opportunity has arisen to engage a qualified person of Malawian origin to fill an Executive Management position of CHIEF EXECUTIVE OFFICER tenable at its Head Office in Blantyre.

MNCS therefore invites applications from suitable candidates to fill the position on a three (3) year Employment Contract.

This is a highly demanding position that requires a person who has demonstrable capacity to initiate administrative and managerial innovations geared at making the Organization a vibrant and competitive institution. The following are the required personnel and work-related traits for the position:


B. SUMMARY OF THE JOB


The Chief Executive Officer (CEO) is responsible to MNCS Board of Directors for the efficient and effective management of sports. The CEO will have overall responsibility in managing sports and providing leadership, guidance and advice on policy as well as overall strategic direction of the Council and general management of the organisation including its resources.


C. KEY DUTIES AND RESPONSIBILITIES

The Chief Executive Officer will be reporting to the Board and will be responsible for the following:

  • Providing leadership for the formulating of MNCS policies. strategies and annual operation programs.
  • Interpreting and implementing Government policies relating to Sports and Recreation:
  • Coordinating MNCS activities and serves as Secretary and Advisor to the Board:
  • Initiating and participating in the processes that lead to the setting up of minimum MNCS levy:
  • Liaising and conducting routine contacts with the appropriate Government and other authorities on matters of importance:
  • Securing networks with potential stakeholders for purposes of sports and recreation development:
  • Representing the Council and Government interests at various sport and recreation forums.
  • Facilitating conducive work environment for Council employees.
  • Initiating and participating in the formulation of appropriate organizational and management structures for assurance of optimal efficiency:
  • Mobilizing and managing Council’s resources:
  • Attending to queries related to MNCS operations:
  • Regulating membership of sports associations in line with provision of Council Act; and
  • Reviewing activity reports and financial statements to determine executive’s and overall Council’s performance in attaining objectives.


D. REQUIRED ACADEMIC AND PROFESSIONAL QUALIFICATIONS

Applicants should possess the following minimum Academic and Professional qualifications:

  • Master’s Degree in Sports Development, Business Administration/ Public Administration from a recognised University:
  • Bachelor’s Degree in Business/ Public/ Sports Administration or Human Resource Management from a recognised University:
  • Not less than ten (10) years’ postgraduate work experience in a busy public office or commercial enterprise, five (5) of which must be at senior management level: and
  • Proven track record and experience in sport and leisure activities at administration and managerial levels.
