Job Description

The National Oil Company of Malawi (NOCMA) whose main objective to ensure security of fuel supply in Malawi is a wholly owned Malawi Government Company established under the Company’s Act of 1984 on the 10th December 2010 and commenced its operation in 2012. NOCMA is responsible tor managing the Country’s million liters Strategic Fuel Reserves situated in Blantyre, Lilongwe and Mzuzu; and smaller depots in Chilumba, Chipoka and Mchinji.

Over the past eight (8) years, the Company has grown tremendously in its national strategic importance with its fuel importation market share growing from ten percent (10%) in 2015 to an average of sixty percent (60%) in 2019/20 and this has been matched with growth in Institutional capacity and investments to enable efficiency and effectiveness in executing its mandate.

In its drive to censure improved and sustained efficiency and effectiveness in delivery of its mandate. NOCMA is seeking to recruit qualified and experienced candidates to fill various highly rewarding positions that have arisen within the Company.

Job Title : Assistant Safety, Health, Environmental & Quality Assurance Officer



Grade : NOC7

Department : Safety, Health, Environmental & Quality Assurance Division



Reporting to : Safety, Health, Environmental & Quality Assurance (SHEQA) Manager


Responsible for : None


Purpose of the Job :


To provide support in the management of Safety, Health, and Environmental & Quality Assurance services.


Key Duties and Responsibilities

  • Ensuring that the depot operations comply with the applicable industrial, statutory and municipal standards, and regulations
  • Conducting SHEQA induction for employees, visitors and contractors;
  • Conducting depot SHEQA inspections to monitor overall compliance to NOCMAS SHEQ policies and procedures
  • With the guidance from SHEQA Manager, recording, reporting and coordinating incidents investigation at the depot;
  • Coordinating/ facilitating depot SHEQ trainings, toolbox talks and general awareness to depot staff and other stakeholders
  • Implementation of depot Emergency Response Plans
  • In liaison with depot managers perform hazard identification and risk assessment for any project prior to commencement of works and ensure that necessary approvals are sought from relevant authorities
  • Carrying out quality control checks on receipt and dispatch of product at the depot
  • Ensuring that tank product quality test are conducted monthly
  • Monitoring environmental compliance activities at the depot
  • Preparing monthly SHEQ reports;


Minimum Qualifications and Work Experience

  • Degree in Environmental Health, Environmental Sciences, Chemical or Physical Studies or Mechanical Engineering;
  • Should have undergone training in environmental and social impact assessments
  • A minimum of 3 years work experience in the petroleum industry


Additional Skills and Abilities

  • Must have thorough knowledge of SHEQ.
  • Must have thorough knowledge of SHEQ applicable laws, standards and regulations in Petroleum industry;
  • Must be a self-starter, flexible and ready to work with minimum supervision;
