Job Description

INTRODUCTION AND BACKGROUND 

Nurses and Midwives Council of Malawi (NMCM) is the regulatory body of Nurses and Midwives established in 1966 under the act of parliament Laws of Malawi Cap 3002. NMCM is mandated to develop, maintain, monitor, evaluate and control the profession of Nursing and Midwifery thereby contributing to the national goal of promoting the health status of Malawians. As a regulatory, NMCM has the role of regulating the education, training, practice and professional conduct of Nursing and Midwifery personnel in the country in order to protect the public from unsafe practice. In order to effectively execute its functions, NMCM is in the process of opening regional offices in North and Southern Region in a phases. Therefore, NMCM is now urgently looking for suitable individuals to fill the following positions:


Position: ASSISTANT FINANCE AND ADMINISTRATION OFFICER (Temporary for 12 months: 1 position for Mzuzu Office)



Main purpose of the job: reporting to Assistant Inspection and Registration Specialist, the Asssistant Finance and Administration Officer shall be responsible for providing revenue and administrative services.



KEY DUTIES AND RESPONSIBILITIES

i. FINANCE

  • Receiving cash and issuing receipts for all the moneys received including direct deposit and ensuring safe custody of Council funds.
  • Making daily bank deposits and producing daily banking summaries.
  • Maintaining payment and receipts cash books, ledgers and all relevant documentation records and managing petty cash float and disbursing properly and timely including processing the recouping of float
  • Preparing monthly bank reconciliation statements as well as reconciliation of direct deposits and maintaining relevant books of accounting and ledgers and producing relevant periodic reports.
  • Filing accounting documents such as deposit slips, paid vouchers and all relevant documents and maintaining an efficient filling system.
  • Participating in preparing and recording payment vouchers and cheques and preparing the daily voucher list and Cheque dispatch list
  • Assist in the preparation of financial records for external audit.


ii. ADMINISTRATION

  • Assisting in managing office services relating to fleet management, records management, office equipment, utility services, office property, and overseeing their maintenance.
  • Supervising and controlling administration junior support staff such as Receptionist, senior office assistant, Drivers and collaborating for oversight with the supervisor of Council’s hired guards and cleaners.
  • Coordinating and monitoring utility usage of office electricity, telephones, water, consumables, vehicles, fuel and stationary.
  • Handling employee welfare services such as sickness, and funeral.
  • Ensuring that vehicle insurances are renewed, and all road documentation are up to date and maintaining vehicle records and allocating vehicles for errands and monitoring fuel consumption and vehicle performance.
  • Any other duties relevant as signed from time to time



MINIMUM ACADEMIC AND PROFESSIONAL QUALIFICATIONS AND WORK EXPERIENCE

  • Diploma in Accounting
  • 4 years’ experience at Accounts Clerk level
  • Membership with professional Bodies
