Job Description


The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and long-term national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.


In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.


These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of spearheading wealth creation for all

The following are the required personnel and work-related traits for the position.


Position: Accountant (Grade NP 6)

Under the direct supervision of the Senior Accountant, the key highlights of the position of Accountant are as follows:

Duties and Key Responsibilities

  • Ensure that the finance section is effective and efficient in making payments to suppliers and producing expenditure returns on time.
  • Monitoring and controlling expenditure to ensure that appropriate action is taken by management to curtail any foreseeable negative impact on the Commission’s operations.
  • Processing payments according to the established approval procedure; ensuring that payment requisitions are properly supported and authorized, and that statutory and all other payments are made on a timely basis.
  • Ensuring that effective internal financial controls are implemented in liaison with all stakeholders.
  • Ensuring that all payments are duly sanctioned by an Internal Procurement and Disposal Committee (IPDC) where appropriate, and have supporting documents.
  • Monitoring Commission’s daily bank balances.
  • In collaboration with the Finance Management ensuring that suppliers are paid timely.
  • Participating in the preparations of annual budgets in conjunction with other department heads for approval by the relevant authority.
  • Maintaining books of accounts effectively to fulfil the requirements for management decision making, reporting and external audit.
  • Advises departments on financial administration standards and procedures to ensure effective control of the Board\u2019s financial resources.
  • Providing information and assistance to internal or external Auditors in times of audit activities
  • Supervises staff under charge to ensure that the Commission provides an acceptable level of financial administration and management service.

Minimum Academic and Professional Qualifications


  • Bachelor of Accountancy/Finance, or professional qualification such as ACCA, CIMA or CA and at least four (4) years postgraduate experience.

Competencies and Personal Attributes
  • Have dignity and self-control with high moral standards and high level of personal integrity
  • Strong analytical skills and forward looking;
  • Excellent communication both orally and written interpersonal and time management skills
  • Experience in design and implementation of computerised accounting systems with mastery of modern accounting/financial procedures and practices
  • Should be innovative and effective team player
